With the transition of China's economy from a period of rapid growth to a period of high-quality development,commercial Banks,as an important force in the service economy,are also facing the transition of high-quality development,which objectively puts forward higher requirements for the establishment of a scientific and effective performance evaluation system for commercial Banks.Balanced scorecard is an important measurement tool for enterprise performance evaluation at the micro level,which makes up for the deficiency of traditional performance evaluation.At the macro level,it can be strategically oriented and continuously promote the implementation of strategies,which is conducive to the high-quality development of commercial Banks.Firstly,this paper elaborates the research background and significance,describes the research status at home and abroad,introduces the specific research contents and research methods,proposes the innovation points of this paper,and introduces the meaning,advantages and performance evaluation model of commercial Banks based on the theoretical overview of performance evaluation,which lays a theoretical foundation for the further research of this paper.Then,taking bank of China XZ branch as an example,analyzes the current situation and problems of performance evaluation of the bank,and then proposes to design a performance evaluation system of bank of China XZ branch based on balanced scorecard,according to the strategic objectives of the bank,the strategic map was drawn and the primary selection of indicators was conducted from four dimensions,two rounds of index screening were carried out by the combination of Delphi method and boundary value method,and the reliability and validity tests of the evaluation index system were carried out,the analytic hierarchy process was used to determine the weight of the indicators,and a performance evaluation system of 19 indicators from 4 dimensions of the balanced scorecard was obtained.Finally,the fuzzy comprehensive evaluation method is used to establish the performance evaluation set of XZ branch,and the percentage method is used for the qualitative index and the half-trapezoidal function method for the quantitative index to calculate the membership degree respectively,Then,it is combined with the index weight determined by analytic hierarchy process and graded for performance fuzzy evaluation of XZ branch,and the result of performance comprehensive evaluation of XZ branch is "good",the financial dimension,internal business process dimension and learning and growth dimension performance levelsare "good",the customer dimension performance level as the "general",and the analysis of the index membership grade individually in each dimension.According to the indicators that fail to reach the "excellent" level in each dimension,strategies to improve the performance level of XZ branch is proposed in accordance with each dimension.There are 7 figures,29 tables and 79 references in the paper.
