Research On Comprehensive Budget Management Of FS Group

To build and improve Modern enterprise system requires scientific Budget Management (BM). In western developed countries, Comprehensive Budget Management (CBM) has been widely adopted by enterprises and become an important component of business internal administration system. In our country, most enterprises are gradually getting to know the scientificalness and importance of BM; more and more of them put BM into effect, and use budget as management tool and index of performance appraisal. However, because of the short time and inexperience in implementation of BM for domestic enterprises, inevitably, they are facing lots of problems and there are deficiencies in practical operation, what as a result limits the employment of BM in business management field. Thus it is necessary to deepen and improve our research in BM.As a large-size corporation group, FS group holds up to 40 subsidiary companies scattered in all over the country. Its business scope is broad and region management spans widely. After years of practice in BM, it has formed a management order taking CBM as center of operating cycle. Based on full investigation and research, this article has analyzed the existing problems in CBM practice of FS group, and brought forward possible solutions.This paper consists of 5 parts. The first one reviews and summarizes the theory bases of CBM. Second part elaborates the definition and content of CBM. The third introduces the background information of FS group and its own CBM system. The forth sets about investigating and analyzing the operation of FS group's CBM, and in which it raises some main problems. At last, aiming at the existing problems, it puts forward solutions and suggestions in terms of budget preparation, budget assessment and talents staffing and so on.Standing in the increasingly intensive competition of the market, FS group will focus in healthcare industry and carry out the business policy that to develop with intensive growth as the base, with pharmaceutical business as the core, and with innovation as the lead. As a kind of management system to facilitate development of enterprises, BM is necessary for standardizing enterprise behaviors, strengthening interior control and others. CBM plays a more and more important role in FS Group's management; the article tries to find out and clear up the problems in BM practice through careful investigation and study, further on, propose solutions, hoping it will help to improve the CBM of the group.
