Research On Cost Of Science And Technology Productivity Flow And Its Estimation Model

Due to the pursuit of benefits, capital and technology tend to be trans-national and regional. The flow of science and technology productivity has become the first impetus of economy growth, and it's also an important foundation for protecting human society sustainable development. Benefit is the ultimate goal, and cost is the price must be paid out. If we can use some cost to get a satisfying income, it will create a virtuous cycle of mutual promotion. Otherwise, it will be difficult to achieve the desired result. Learning the cost of science and technology productivity flow is of great practical significance to promote science and technology to flow rationally.Firstly, this paper reorganizes the theoretical foundations, meanings, extensions, rules and characteristics of science and technology productivity and its flow. Secondly, it establishes the concept system of the cost of science and technology productivity flow from Multi-perspectives and makes a qualitative analysis. Then, based on the spillover effect of science and technology productivity flow, this paper analyses the government's role in the process, and establishes the cost calculation model to maximize the social benefit. Finally, the cost of science and technology productivity flow is discussed from the point of talent and technology these two elements, and achieves estimation models for flow of talent tangible and intangible costs as well as technology inflow and outflow cost.It is the first time to do researches on the social benefits quantitatively brought by science and technology productivity flow, and thus measure whether the flow costs of government are distributed rationally. In addition, this paper also analyses the cost of science and technology productivity with different angles. It provides the direction for the promotion of science and technology flow and the measurement of its cost.
