The Impact Analysis On The Hydroelectric Exploration Of "Three Rivers" Valley To The Sustainable Development In Panxi Area

The sustainable development is the subject of 21st century economic development. Now, The Panxi area of Sichuan province is facing the historic opportunity and the challenge of the western development and which the country encourages to give priority to the hydroelectric exploration industry. Jinsha river, Yalong river,Dadu river(be called "three rivers" for short hereafter) flowing throught the Panxi area are maximal "enriched ore" of hydroelectric in our country and have important strategic position. With large-scale exploitating and using,it inevitably will bring the influence to sustainable development in Panxi area. There has not complete and systematic analysis about how to judge the influence of resource development to system other constituents from region sustainable development system's angle,so the paper has carried on the beneficial discussion at this point,and the paper was composed of the below selections:The paper,based on the sustainable development theories and directed by the methodology of combining qualitative and quantitative means.First,some regional sustainable development theories were introduced,then expounded that hydroelectric development is the best choice which conforms to the region sustainable development; Secondly, the present situation of Panxi area and the hydroelectric exploration in "three rivers" valley were objectively outlined,as well as the existence questions were diagnosed;Then, from five big subsystem's angles,the population, the resources, the environment, the economical and the society,selectively analysised influences on the hydroelectric exploration of "three rivers" valley to the sustainable development in Panxi area. The analysis result indicated: driving local economic growth is the most direct advantageous influence,the adverse effect mainly displays that the immigration and the destruction in environment which would create in the construction,and may bring aboutaggravate environment geology disaster from this;Finally,some measures about accelerating hydroelectric exploration of "three rivers" valley and sustainable development in Panxi area are presented so that it can be referred by the government.This innovation of the paper mainly displays in taking the Panxi area this specific space region as the object of study, analysis influences of hydroelectric exploration to the entire district sustainable development from region sustainable development system's angle.
