With the development of economic globalization, regions have become main units in global economic activities while cities are the core of unit economic activities. Nowadays, with competition among cities becoming more and more fierce, city marketing, as a brand new city management philosophy, has been emphasized by more and more theoretical scholars and city managers and has become an effective tool and important strategic choice to promote city economic development and to improve city competitiveness.Based on Qiqihar, the article analyzes the necessity of city marketing of Qiqihar and the city marketing environment and concludes strength, weakness, opportunity and threat of city marketing of Qiqihar with the method of SWOT. The article, combined with the status quo of Qiqihar, also explores the strategic goal of Qiqihar development and designs its city marketing strategy. At last, the article raises the countermeasures according to city marketing strategy of Qiqihar, which lays sound foundation for the successful implementation of city marketing strategy.The article tries to learn from foreign advanced theoretical achievement and successful experience of the development of other countries and put city marketing philosophy and management methods into practice of city marketing management in order to explore the city marketing strategy which is suited for the case of Qiqihar and improve its competitiveness.
