Study On Relationship Between Cost Estimation System And Construction Project Management Level

The construction industry of hydraulic engineering has accomplished remarkable achievements in many aspects such as scale, quality, technology and management since the establishment of new China. New techniques and new equipment get widespread appliance while science and technology develop continuously. Accompany with the arrival of economic globalization, the cost estimation management internationalization is becoming the trend. The domestic and international market interfuse completely while after our country's admission to WTO. Foreign enterprises will share our country's domestic market with its advantages on capital, technique, management, talented person, service, etc. But the project management level of domestic construction enterprises still have big gap as compared with the world's leading management level. The international competition capability of construction enterprise still has great space to measure up. Study on the relationship between cost estimation system and project management level has great realistic meaning on rising management level and profit earning capability of construction enterprises, it also has profound significance to improving the cost estimation system of our country.This paper introduced and analyzed briefly the international cost estimation system and its leading edge, reviewed and summarized the reform process of cost estimation system, compared the variance of cost estimation system between home and abroad , analyzed the cost estimation system in many aspects as price constituent, cost estimating method, quota, etc, studied the relationship between cost estimation system and project management level which includes project management and its evaluation indices, project cost constituent, construction quality, construction schedule and the relationship with cost. This paper also studied the relationship between construction technique level and project cost, the relationship between profit ratio and the corporate all-in management level index, lastly, presented an example illustrating the calculation of corporate all-in management level index.The new idea of this paper lies in the equation describing the relationship between the corporate profit ratio and the enterprise all-in management level index as well as the calculation method based on artificial neural network.
