Financial Safeguard In New Rural Construction

Agriculture is very important to China, the problems of "agriculture, farmer and rural area" has a great influence on the process of modernization and steady progression.The rural financial system is an important part of the financial system of China, and also is the key to the reform of the rural area. After several reforms, we have developed a rural financial organization system which has rural credit cooperatives as its main part. The system also has Agricultural Development Bank of China and Agricultural Bank of China as one of its part respectively. However, the development of rural financial has fell behind the economy development of the rural area which has some negative impact on it. The reason lies in the defect in the financial development system and the low efficiency of the existing rural financial organizations. Therefore, only if we rearrange the rural financial system reasonably can we promote the development of rural financial and the rural economy.We have reviewed the whole reform history of the reform of financial system of rural of china, and analyzed the problems in today's rural financial system, then learned the experiences of other countries who have already succeeded in these areas, and combined with the feature of the villages of china, and sought the approach actively to solve the problems of Farmers, Rural Areas and Agriculture Production, basing on the sufficient analysis. In the process of research, we have used many methods, such as system analysis, empirical research, comparative analysis, qualitative analysis and quantitative analysis and so on, to prove our conclusions. We have proved them not only in theory, but also in empirical. We also have demonstrated them through comparing the current situation of rural finance between Jinjiang's rural and the rural of whole china. Finally, we propose some advices to settle the problems of Farmers, Rural Areas and Agriculture Production in today's rural.
