The governance of Common Pool Resources (CPRs) in rural China, which had been ignored for a long time, is now more and more critical during the processes of China Reform and Opening up. This kind of resources is always facing the problems like lack of providers, too many appropriators and been over used, which take great trouble to the governance of CPRs.In the first chapter, we made a description of the background of CPRs in rural China, and, made clear of the research boundaries. With the literature survey of Market theory, Government theory, Self-organization and governance theory, as well as Social capital theory, we established the research framework of this thesis.In the second chapter, we employed a case study of rural common pools in Jingmen, Hubei Province, where we investigated more than 80 pools. A comprehensive analysis of the first-hand material from the field study was post here, which includes basin pumping race, common pools pumping race, public-private pumping race, fishery tragedy, common pools division, and the merger of small ponds. All these changes aggregate the difficulty of the governance of CPRs.The three main causes of CPRs tragedy are illustrated in chapter three, with local government failure after tax reform, market failure for the absence of water property rights, and the negative externalities for the endogensis characteristic of the CPRs included.Based on these researches, we advanced the governance method for the simultaneous CPRs sharing and sequential CPRs sharing in chapter four, and then proposed the 'Coordinated Governance based on Social Exchange'. This model would be a good supplement for the 'Self-organization and governance' model posted by Ostrom. At the end of the chapter, we clarified the game parameters and matching protocols.The main innovation of this article is that, based on behaves of CPRs tragedy in rural China and with the help of 'Famers Water Association'; we developed a new governance structure, which is different from the prospective of Ostrom. However, the scarcity of examinations in a larger range of common pools in rural China, which caused by lack of time, makes the deficient and shortcomings of this research. And these are what we should carry out in the following steps.
