Changning district, since the establishment of SASAC, evaluation the performance of state-owned enterprises has been going on for 3 years. Enterprises have got more growth than in previous years. It is obvious that the current evaluation system has played its roll. However, how to make the state-owned enterprises characterized by faster and greater development, how to form a leading group with domestic competitiveness in shanghai, which could lead the region to support industrial upgrading of enterprises. There should be new breakthroughs on the performance of state-owned enterprises. And it also puts forward new demands to the current assessment methods and ideas, which play a key roll in the lead .This article made a detailed presentation about the development of the evaluation system and the current evaluation of system of components of SASAC of changing over the past 3 years. However there still exist defects, such as the object of assessment is not very clear, the scope of examination is incomplete; too short-term assessment.The main reasons for these deficiencies lie in 3 areas: institution, mechanism and system. Put aside the slow process of reform , institutional mechanisms and constraints also exist in quite a long time. The only change we can do is tu improve over performance further. Evaluation system should go under the guidance of the principles:" strategic guidance ";"effective incentive" and "classified assessment" Methods: a clear strategy for positioning the top five groups; the BSC and EVA methods to improve organically integrated evaluation index system, a clear evaluation criteria to identify and strengthen the incentives, combined with complementary regulatory system and improve the corporate governance structure. And the current evaluation system will reach the perfection for all-round and in multi-angle.
