In our country's feudal history, the Taoism school's inaction thought and the Confucianist school's intervention thought are enough to influnce the political. When the dynasty was beginning, the ruler always governs the economy by inaction policy of the Taoism school's thought, after the economic booms, along with rulers' individual desire or the political desire were rising, they would take the orthodox thought that "the Confucian" to substitute inaction policy to governs the country by using the intervention policy, then, the feudal ethics was born.This article main research the inaction thought of the Taoism school's literature "Tao Te ching. " And summarizes it to effective economic theory, through the dialectical materialism, historical materialism to proved the function of inaction in the economy the, and then, through compare it with Si Maqian's "Utmost Freedom of Merchandise " (Shan Yin Lun), Adam Smith's "The Wealth of the Nations" and Confucianist's interventionism , to proved the inaction's function: the government use the inaction policy but people will be richer.
