Performance management system designing is the precondition of setting up human resource management system of modern enterprises. How to design and set up a performance system, which is scientific and suitable to China and meets the requirement of tactic development for the enterprises, is a completely new and important task to the enterprises in China. Performance management system including organizational performance, department performance and staff performance, department performance plays a key role in connecting at the whole organizational performance system. Department performance management not only reflects the results of individual performance, at the same time embodies the management of leadership, allocation of resources, knowledge management and teamwork. This paper emphasizes on the establishment of department performance management considering its importance. It provides a solution to department evaluation management by combining the strategy of XY Company and systematic work with basic theories.At system design and implementation process, the author conducted a new exploration on the basis of the existing theories and methods. this article will study the successful key points with the principle of Balance Scorecard to form an enterprise's KPI achievements management system goal frame; carry on the closely related analysis again using the goal matrix exploded view. Making this strategical goal goes with the corresponding Functional department, and use causes and effects relational graph to decompose into department level KPI. The Balance Score Card theory is used in the performance object designing. The new system are more reasonable scientific and satisfactory. And designed the cycle of performance management processes that including performance plan, performance of the implementation and management, performance evaluation and performance feedback interviews four steps.Through the Functional department performance system redesigned, this article tried to offer some methods for solving the problems existed in Functional department appraisal. And hope to be helpful for human resources managers.
