| State-owned enterprises have the major strategy of actively serving the country,giving full support to local economic and social development and ensuring employment and other tasks.In order to adapt to the competitive environment of modern enterprises and achieve the goal and vision of building world-class enterprises,state-owned enterprises carried out a series of reform practices such as the "Three-year Action of State-owned Enterprise Reform" during the 14 th Five-Year Plan period.The overall management level of state-owned enterprises largely depends on the human resource management level of functional departments of state-owned enterprises.Performance management of employees in functional departments,as the premise and basis of human resource management,has many loopholes and deficiencies in state-owned enterprises.There are many functional departments in state-owned enterprises,and their employees mainly undertake miscellaneous,numerous,chaotic and other transactional and temporary work.This phenomenon determines that the assessment of employees in functional departments is difficult to be quantified by specific financial indicators.Therefore,how to design a set of rational management thinking and scientific and effective management tools,so as to ensure the effective implementation of performance management,so as to improve the working ability of employees and help the long-term sustainable development of enterprises,the problem needs to be solved.This paper aims at the above problems and explores the current situation of employee performance management in functional departments of ZL company.Firstly,it expounds the current situation of domestic and foreign research,research content and methods,performance management related concepts,theoretical basis and performance management tools,etc.,providing certain theoretical basis for the full paper discussion.Then,through survey,interview and other ways,the performance management status of functional departments of ZL company was analyzed in detail.Thirdly,on the basis of investigation and analysis,the purpose and ideas of optimizing the performance management system of functional departments of ZL Company were put forward,and the basic work of optimizing the performance management system,such as performance management training,corporate strategic promotion and job analysis,was carried out,and the key performance indicators evaluation system was optimized with performance management tools.In addition,a set of performance indicator system of "KPI+ ability and attitude",which combines quantitative and qualitative performance indicators and is oriented by the overall strategy of the company,is proposed by combining ability and attitude indicators and addition and subtracting indicators.In terms of assessment methods,with the help of digital transformation strategy,various processes of performance assessment including target decomposition,target tracking,performance feedback and appeal are implemented reasonably through online means to form a closed loop of management.At the same time,this paper discussed and enriched the application scope of performance results in ZL company,so that the application of performance results in salary incentive,rank promotion,talent reserve and development,personnel withdrawal mechanism and other aspects is more perfect.Finally,this paper clarifies and improves the organization,personnel,system and culture,so as to ensure the implementation of the performance management plan.Finally,I sincerely hope that the research of this paper can effectively improve the comprehensive level of performance management of employees in functional departments of ZL Company,and at the same time provide certain reference value for performance management of similar companies. |
