The Disquisition Of Problems About Publu Produce's Prouide Investment Of Countryside In Hunan Province

Since the adoption of reform and opening-up policies, an obvious improvement has been achieved in the investment in the supply of public products and the standards of services, and a quite rapid development has been made in public services as well in rural areas of Hunan Province, both of which have greatly promoted rural economic and social growth in an all-round way. However, the quantity and quality of rural public services and public products, which correspond to the market economy system, are far from meeting the needs of civilians and businesses. In the issue concerning agriculture, rural areas and farmers, investment insufficiency in the supply of rural public products is an inevitable problem facing us. Due to the limitation of the government financial ability and the limitation of government supplying efficiency, government supply can hardly satisfy the majority of the rural population's requirements for public products. In addition, several problems on the part of government in the public products investment system, and the function misplacement, offside, low efficiency in public expenditure have severely restricted rural economic development. On the basis of investment theory and public products theory, this paper gives a definition of "rural public products" from the angle of public products, providing a theoretical basis for the location of investment subjects of rural public products. After an investigation on the investment situation of public products in rural areas of Hunan, the author, using Cobb Douglas Production Function, makes careful analysis aimed at major problems existing in totality, channels, management, decision, and structure of investment in public products supply of the areas. This paper explores deep-seated problems and its reasons in rural public products investment system of Hunan Province. According to the practical situation in Hunan Province, it puts forward that investment in this regard should be increased in a planned way, the efficiency of public resources allocation should be enhanced, and an optimized scheme about the investment structure of rural public products should be designed, establishing and perfecting investment system of rural public products supply. Besides, it also raises corresponding policy proposals in regard to subjects, channels, modes of rural public products investment in Hunan Province.
