The characteristics of non-competitivity and no-excludability of public products decide its distinctive ways of supplying. Public products are becoming the focus of researching, which has closed connection with the function of government as well as the life of local residents on ground of construction of Construction of New Socialist Countryside. The past researches were mainly focused on the demand mechanic of public products in villages. As the sharply development of economy and greatly promotion of life quality,the dilemma of supplying of public products has almost been solved. However, the following problem is how to configure the superior resources and how to improve the efficiency of supplying of public products.Generally speaking,an effective model of public products supplying is a model that will change the single providing model with government,that is to say introducing the third party or building diversifiable supplying system to weaken the power of monopoly when the government provide the public products to people and they can own what they need.However, it is no doubts that the introducing of the third party in the supplying of public products will be bond to bring a change of efficiency,the problem is what is the incentive of the third party taking part in the supplying? There are many problems are waiting us to be deeply researching, such as whether the supervision mechanism is perfect and which categories of public products should the third party to provide.This paper is focused on the analysis of reasons why the public products are provided inefficiently with the example of X county of Henan province. At the same time,this paper has propounded a scheme to make use of the idle funds, which is to encourage the villagers to invest the supplying of public products and build a diversifiable supplying system of public products. This will bring a promotion in the public products providing. The conclusions of this paper also can offer some suggestions for the similar regions in the public products providing.
