China is the largest developing country in the world and the aging population which grows in a great speed has made a profound effect on comprehensive, coordinate and sustainable development in China. Therefore, the management and service for retirees as well as the pressure from old-age security gradually show up. In China, the government makes and implements the policy of socialized management of retirees in order to proactively meet the challenge from the aging population. The socialized management of retirees is both an important content of social security independent of enterprise units and institutional units and crucial measure to deepen the reform of state-owned enterprises and to solve the problem of enterprise-run society. It is of great significance to feasibly carry out this policy in terns of securing the stability of retirees'old-age life in many enterprises, improving their life quality and keep the society stable. When implementing this policy, on the basis of realization to pay pension by the social service agencies, the government increases efforts on improving the management and service of socialized management of retirees. As a result, socialized management of retirees has gained the primary effects with its rate growing year after year. However, due to the problems from local governments, communities and enterprises, the process of pushing the socialized management of retirees is greatly affected. The present study analyzed the background, present conditions and existing problems of socialized management of retirees and at the same time, propose the countermeasure of the government pushing socialized management of retirees in the hope to speed up the process of the work. First and foremost, the thesis analyzes the necessity of carrying out socialized management of retirees from the following two aspects: problems of aging population in our country which requires socialized management of retirees and the innovation government administration which comprise socialized management of retirees. As for the first aspect, the present condition and developing tendency of aging population have created the pressure for old-age security and retirees'daily management, service, activities and other issues, so the problem of aging population in our country needs socialized management of retirees. As for the second aspect, the analysis reveals that socialized management of retirees is an innovation in that the government has gradually changed retirees from being managed by the unit into by the society and brings retirees into community and socialized the management of retirees. Therefore, the socialized management of retirees is the inevitable requirement of the innovation of government administration and objective requirement of economic and social development.Secondly, this thesis makes a survey in socialized management of retirees at home and abroad. From the perspectives of history and present condition of socialized management of retirees implemented by Chinese government, the present thesis introduces social pooling and individual account combination pattern in Chinese endowment insurance system and the background and progress of socialized management of retirees, which reveals the primary achievement of carrying out and pushing this policy. As for the present condition of socialized management of retirees abroad, the thesis makes an introduction to five endowment insurance patterns, the construction of service platform for socialized management and its experiences, and situation of social service in retirees'community. The experiences drown form their practice could be a practical reference and of model significance for boosting Chinese socialization of retirees'management.Thirdly, the thesis analyzes existing problems in Chinese government's socialized management of retirees at present stage in the following four aspects: first, the current problems of socialized management of endowment insurance for retirees magnifies themselves in the increasing flow of endowment insurance relation, which makes transfer and relation continuance difficult as well as a low level of entire planning of endowment insurance. The main cause of difficulties in transfer and continuance the relation lies in system, policy, individual, management and legislation; while a low level of entire planning of endowment insurance is due to the fussy definition in responsibility of different levels in government and also the strain from the financial system of eating from separate stoves, that is to adopt different financial policies in different places. Secondly, national policies encourage the imbalance among different areas. The main reason is that there exists a gap in understanding the central government's policies when governments in all levels carrying out the policies. Thirdly, the construction of service platform for socialized management in community has not been perfected, which is mainly due to the inadequate emphasis on community services by local governments, lack of funds, incompetence in community management and service, irregular management, low quality of entire personnel, absence of sufficient working experience, low social participation rate and the shortage of human resources for the service. Fourthly, enterprises'own concepts have not been changed. It is because some of the leaders in the enterprises hold conservative ideas and concepts and the retirees keep some misgivings in their minds. The above problems directly affect and disturb the progress of Chinese government implementing socialized management of retirees and need resolving with careful and profound study.At last, the thesis proposes the countermeasures of promoting socialized management of retirees form four aspects as follows: first, by the means of adjusting policies, the government should work out measures to transfer and continue endowment insurance relation, speed up the process of legislation in social insurance and raise the level of planning the entire endowment insurance to carry out entirely planning at provincial level in order to promote the socialization of managing endowment insurance for retirees. Second, through bringing government's leading function into full play, the government should clarify the responsibilities, make full of organizing and leading function and publicizing efforts to gain the understanding and supporting from the whole society to boost the socialized management of retirees. The third is to proactively resolve the outstanding problems in socialized management and service of retirees. The detailed suggestion is to accelerate the construction of management institutions and team for community retirees, collect funds from various channels for working and activities; actively plan and build activity site and facilities, strengthen regular management of community. After the construction of service platform of socialized management of retirees in community, the government still needs to construct service system for endowment insurance, medical service system, endowment service system, entertainment system, system of education for senior citizens and old-aged talented people and render socialized management of community a concrete content. Forth, it is necessary to thoroughly change enterprises'own concepts, the key of which lies in changing the leader's ideas and concepts, at the same time clarify and put the enterprise's responsibility in a certain period into practice.The results summarized by the thesis are the socialized management of retirees is a complicated systematic program which could be an innovation in government administration. Although there are many difficulties when implementing the policies, socialized management of retirees is still in its practicing stage with heavy tasks and wanting continuous improvements. However, from the long-run, it complies with the tendency and requirements of economic and social development to carry out socialized management of retirees. The improvement of it requires a great attention from governments of all levels and departments concerned, and also emancipating the mind, strengthening organization to lead, keeping forging ahead, endeavoring to create conditions, together with gaining more experiences to speed up the implementing process so that it obtains the expected results to secure the stability of a great many of retirees'old-age lives, continuously upgrade their quality of life and promote the harmonious and stable development of the society.
