The management of preliminary scheme is critical for engineering projects. It covers project definition, scope confirmation, organization structure, cost plan, analysis of feasibility study and preliminary risk management, etc. The consequences of the preliminary scheme management will bear telling effect on the scheduled kick-off of engineering projects. It will play not only a decisive role in the accomplishment of projects, but also a steering role during the implementation.Through the preliminary establishment of the work scopes and goals for renovation project of electrical hidden risks, an overall scheme for the preliminary process of project is made so that the scheduled implementation of project is guaranteed. This paper suggests the planning of work scopes for project scheme should be done first before the schedule planning. Through the breakdown of the renovation project of hidden risks and the reasonable arrangement of the implementation timetable for the preliminary scheme, the project will be accomplished on schedule with reasonable distribution of resources and realization of maximum work efficiency.This paper provides project organization structure and sheet of function assignment through the structural breakdown of the renovation project of electrical hidden risks. Therefore, every functionary department will give its role a full play. In every process and every aspect there is someone being in charge to guarantee the smooth operation of the renovation project. Such practice can also be taken as a guidance for the future approval and implementation of electrical renovation project in petrochemical industry.This paper also discusses the risks existing in the preliminary planning stage of hidden risks renovation project. After the risk identification, the effect of risk factors on the goal and schedule of the project will be analyzed. Through the classification of the risks and assessment on the result of risks, a specific policy to stave off risks is put forward according to the features of different risks. In this way, the preliminary risks of the hidden risks renovation project will be well controlled during the preliminary stage of the project. It proves to be of certain novelty.
