| During the five years between 2003 and 2007, there were so many battles in Israel, however, the export-oriented economy of this country developed so well with its strategy of the prospering the nation with science and technology and export orientation. After that, the modern agriculture has been established which contained high-efficiency, high tech and sustainable development. Then with the industrialization completed basically, Israel has become a"New Silicon Valley"in IT industry. Moreover, it has a full set of sound social security system. With these, Israeli economy growth and social development are in motion synchronously. Israeli increasing rate of GDP was more than 5% for five consecutive years. Besides that, its Per capita GDP was $28,800 (2007), the rate of inflation was 0.4% (2007), and even the unemployment rate was only 6.3% (2008). Therefore, with so many achievements, Israel has overturned this law: a sustained and steady development of economy has high correlation with steady political and social environment at home and abroad, which seems never to be broken.After its reform and openness to the outside world, especially after entering 21th century, China has developed the export-oriented economy vigorously. In 2006, Chinese Value of International Trade ($1760 billion) was in the world list of top three. Thus, in the environment of economic globalization, Chinese development of its export-oriented economy, in light of its own development, needs to learn from other countries in the world in the development of export-oriented economic growth mode on the lessons of successful experiences and failures. In this aspect, Israel has provided China a good material.In this regard, there are four parts of this paper to analyze:First analysis of the first part is the basis of Israel's export-oriented economy - the basis of the theory with the analytical framework. As we all known, Export-oriented economy, is for a country or region to the international market demand, in order to promote the country or the region's economic growth and development as the goal, according to the principle of comparative advantage for the establishment of the international competition, to participate in the international division of labor and cooperation in the economic structure and economic operation of the system collectively. Its Characters are, the goal of international market by export-oriented; the interdependence of two markets - inside and outside - and two-way convection; products and services for high standardization; by means of scientific and technological innovation for competition to the level of economic development based on. As well, it is through dependence on foreign trade, the openness, the export contribution to the degree of a number of indicators to measure. Then in this part, this article also studies on the theoretical source of export-oriented economy, as well as economic growth and economic development, from the early protection of mercantilist trade theory related to the classical school of theory, from Marxist theory to factor endowment on international value and international division of labor theory, as well as the Schumpeterian theory of innovation and Vernon's product life cycle theory. The export-oriented economy theory can be found in those theories. And this paper also proposed the use of DSCP model as a framework, to analyze the problem dynamically in two-ways.The second part is about Israeli export-oriented economy, from the natural conditions and historical background, describing Israeli economic development environment by chart, which is lack of resources, natural and political conditions. After all, there is no strong advantage of economic development; but Israeli decades of development are the decades for which a great development of economic globalization grew. It can be said that the development of Israel's history with such background are inseparable. This paper describes the chronology of its economic development: the preliminary exploration stage before the end of 1950s, the mature stage of development from 1960s to 1980s and the in-depth phase of the expansion since 1990s. The history explains that not was it easy to take off, but also Israeli economy was through the development of the twists and turns. The article summed up that the importance to Israeli export-oriented economy were based on science and technology, education, and increase of these inputs, as well as the Jewish national consciousness and other unique features as an important and positive point of view of Israeli export-oriented economy, then this part inspected the achieved remarkable results. These can make our export-oriented economy developed from Israeli valuable learning experiences and lessons. The third part focuses on the Israeli experience and enlightenment in the development of export-oriented economy. The development of export-oriented economy should be based on national conditions, to exploit their own advantages, and to make timely adjustments in economic development strategy in due to the upgrading of industrial structure, accelerating the pace of scientific and technological innovation in order to face the more challenging international markets; adhere to the basic country through science and education strategy, increase investment, provide policy support, improve the science and education system and strengthen international exchanges and cooperation; enhance national cohesion and overcome the impact of unfavorable factors to minimize the adverse effects of this; develop an appropriate trade development strategies, be amended in time, establish an international standard quality system, make efforts to participate in the formulation of standards, and encourage exports; initiative to create a favorable international political and economic environment, take the initiative and flexible diplomatic strategy, but also actively explore the international market, and strive to create well-being true for its own people and the people of the world of employment, improvement of living standards; at the same time focus on expanding domestic demand, reduce the course of economic development over the risk of reliance on export-oriented economy, enhance ability to resist risks, and withstand external negative factors on the impact of Chinese economy.Part IV mainly summarized the article. Based on the study of Israeli export-oriented economy, using the DSCP analysis framework, this paper analyzes the environmental background of its economic growth model, and studies the economic development and its characteristics of Israel. In the end the paper revealed the successful experience of enlightenment, which Israel has brought to us. The paper puts forward views to the further development of Chinese export-oriented economy, expanding domestic demand, strengthening the ability to resist risks of Chinese economy: the development of export-oriented economy should be from its own national conditions; adhere to the basic strategy through science and education and enhance the economic development of the fundamental core of power; strengthen the cohesion of the nation to making more efficient the engine of development; develop an appropriate strategy for trade development and to amend a timely manner; pay attention to the combination of internal and external markets and develop export-oriented economy while expanding domestic demand-oriented; initiative to create a favorable international political and economic environment to make the economic situation in our own and also a common direction of changing better. Certainly China should proceed from reality, attach importance to education, science and technology, and develop export-oriented economy. |
