| On September 2009, the state council formally approved the Tumen River Cooperation Development in China Program-Taking Chang Ji Tu as the forerunner area. It is a symbol that the development of the Tumen River had been into a new round of boom. Being began in 1991 and promoted by UNDP, the development of Tumen River has achieved good results after nearly 20 years. It not only improves the level of opening-up but also promoting the development of export-oriented economy of yanbian. Yanbian locates in the junction of China and the DPRK and Russia, which is near the Sea of Japan. it supplies with great geographic location to develop export-oriented economy. Looking around North-East Asia, the level of development is different amoung countries:Japan and South Korea both are the developed industrialized countries with the advantage of capital technology and management; on the other hand, China has a huge market and plenty of cheap labor, while the Russian Far East and North Korea are rich in timber, minerals, energy, fish and other natural resources. Therefore, theoretically they can cooperate in large scale amount different countries in Northeast Asian. Since 19 years ago when the Development of Tumen River was began, in Yanbian, it has been significantly improved in the foreign trade, the foreign investment, labor exporting, tourism, international channel construction, port construction. However, because of the lack of a stable external environment, international economic cooperation would be seriously affected. For a long time, Northeast Asia is the world's political hot spots, history, territory disputes, border diputes, national security and other disputes and other kinds of conflicts are intertwined. The situation in Northeast Asia has been often cast a shadow. North Korea's nuclear issue is the most important factor which affects the political stability. Subjecting to regional political and economic situation, especially the slow progress of reforming and opening up in North Korea and Yanbian emphasizing on domestic economy while neglecting the export-oriented economy, there are still many problems of the development of the export-oriented economy. Mainly the size is small and it has large fluctuation in international trade, investment, labor exporting, traveling. What is more, international channel development and port construction make slow progress and play a limited role. The development zone has poor infrastructure and it is difficult to attract the foreign investment. In the new situation, in particular, the Tumen River development has been raised to national strategies. And we have unprecedented friendly relations with neighboring countries, especially with Russia, and the DPRK. According to our national policy, Yanbian should make export-oriented economic development strategy. This strategy should be based on a clear understanding of its own. Development of export-oriented economy in Yanbian has its own strengths, weaknesses, opportunities and threats. The appropriate strategic choice can be made only if a comprehensive grasp of the characteristics of Yanbian's export-oriented economy. In future, Yanbian should develop its export-oriented economy according to the following aspects: first of all, Yanbian should seek the support from the central government, including policy support and financial support. On the other hand, Yanbian should speed up to develop the external channel construction of Yanbian. This is the key factor of the development of export-oriented economy in Yanbian. Thirdly, encouraging strong enterprises to "go out"-carrying out the "going out" strategy; Fourthly, innovating the way of external cooperation, for example taking into account the Russian Far East and the North Korean economy is relatively backward, lack of building funds.Yanbian should take the initiative to undertake the construction task, using BOT or BTO to promote railways, roads and other infrastructure. |
