The Study On Export Drawback Policy Adjustment And The Change Of Export-Oriented Economic Development Mode In Zhenjiang

We used the theoretical knowledge of public finance to analyze the export rebate mechanism innovation's influence on local economy in Zhenjiang in this paper, focusing on the existing national export rebate policy, according to the practice of local economy development in Zhenjiang. This paper proposed that China government used export rebate as an economic lever to reform the existing export mechanism, in order to inhibit the excessive growth of exports, ease the excessive outstanding contradictions on the excessive foreign trade surplus, optimize the structure of export commodities, implementation of the scientific concept of development at the same time. The phenomenon of excessive trade surplus in our country eased in a certain degree during the new export rebate mechanism's working. The profits of local pillar export industry were influenced, especially in the small and medium-size cities which have more developed extraversion economy, such as Zhenjiang. Most of the profits of export enterprises were reduced because of the reduction in the export tax rebate rate. Exports decline (especially in the labor-intensive enterprises), even the foreign market was lost. The export-oriented economy in Zhenjiang have to make corresponding changes in order to face the adjustment coming once again and its impact.Zhenjiang is located in the south of Jiangsu Province, as a small and medium-sized city which has open economic. Export-oriented economy is the major economic model in Zhenjiang. Foreign trade business has played a significant role in the economy development in Zhenjiang.China established the export tax rebate system formally in 1985. Since then, the export tax rebate policy underwent repeated adjustments. The export tax rebate rate is the core of the export tax rebate system, which was adjusted frequently by our government in the past year and more time, in order to reduce the import and export trade surplus, and to optimize the structure of China's export products further. The adjustment of export tax rebate policy by the government impacted the Yangtze River Delta region where export-oriented economy is developed. This adjustment even influences the direction of future export-oriented economy development in Zhenjiang directly. According to preliminary statistics, more than 50 percent of enterprises in Zhenjiang were influenced when the tax rebate was reduced since July the first in 2007. The pillar of export industries was under the pressure brought by policy adjustment in a varying degree.In this paper, we analyzed the theory influence and intention of export tax rebate policy adjustment implementation recently, according to basic requirements of sustainable development and optimization of the industrial structure proposed by the government currently, fitting the"better and faster development"purpose proposed in the 17th Chinese Communist Party National Congress. We also studied the problems brought by the transform, with reference to the advanced experience of other cities in the country, theory of Public Economics and our practice. Some of the measures can be taken were proposed to transform the growth mode of foreign trade in Zhenjiang, in order to transform the pressure brought by the pressure of national export tax rebate policy adjustment into the opportunity of the export-oriented economy restructuring and contribute to the transform of export-oriented economic development model in Zhenjiang.
