| In recently years, with intensifying of competitiveness in telecommunication market, the telecommunication is extending their marketing and increasing quantity of consumers, in order to maintain competitive capability and meet the requirement of company development, more infrastructure construction projects are required. The risk of project construction is increasing and lacking of professional construction personnel, the higher level for project quality control is required. Based on the above situation, the telecommunication project quality management is becoming more and more important for the telecommunication operators and it is also regarded as a kind of core competitiveness capability of telecommunication operation companies.The telecommunication construction projects is a complicated process involved many aspects with characters of large scale,short construction period,complex working sequences and intersecting construction, there are lots of influencing factor to project quality, such as design,material,construction equipments,topography,hydrology,geology,climate,construction methods,operation modes,technological measures and management rules. Because the projects are fixed in a specific location and varied on different places, unlike immobile streamline of factory. Any tiny deviation or departures of materials,operation,disturbance of environment may cause quality problems or even accident. Once the project completed, it is hard to dismantle and repair. So quality issue is very crucial for the telecommunication construction project. In order to maintain a higher quality level for construction quality in a long term, a series of measures of training,management,measuring,monitoring,continuous improvement shall be taken, five remarkable factor of personnel,construction method,construction equipment,material and environment on construction quality shall be controlledThe study innovation of project quality management is firstly management mechanism innovation. Project quality management is different with that of general products in manufacturing industry, such as management objects,apparent quality requirements,quality organization and quality forming process. The project quality management shall consider and study all aspects and participants for influencing project quality, among them ,the owner of project is playing a dominant role.Although some improvements for project quality management and quality management study have been achieved, project quality is still to be improved to some extent. Based on studies of project quality technologies,quality elements,quality statistics management, instructed by theories of project quality management,project management application, started from the present quality situation of telecommunication projects, This article mainly study project quality management systems,management measures of mobile communication equipments building, and also analyzes project quality cause mechanism. At last, this article provides some instructive suggestions.On the first part of the paper ,the author mainly stated study goals,background,contents and methods.On the second part, the author introduced the theories of construction project quality management,project quality management systems,total quality management.On the third part, the author deeply analyzed the present construction quality management situation and existed problems for mobile communication equipment building and introduced project scale,applied standards,project quality management organization and their responsibilities for Liaoning mobile communication equipment building, also introduced the general management mode and management systems for telecommunication companies.On the fourth part, the author provided some improvement measures based on the existed problems of construction quality management for Liaoning mobile communication equipment building, i.e. establishing total quality management effective mechanism, defining post responsibilities and improvement quality technologies capability for owner; perfecting multi- level quality monitoring and control system; enhancing full-process quality management in executing project; strengthening quality control for project turnkey contracting and sub-contracting, perfecting object management,construction supervising,project acceptance, reducing project claiming cost and increase punishment for executor of quality accident .The above suggestions are the effective measures to improve project quality of telecommunication companies and they are practical and applicable during telecommunication project quality management. |
