Research On The Development Of County Economy In Jilin Province

County economy is important basis of the national economy of China, and is the basic carrier of China for comprehensively constructing a well-being society, which is a doubtless common understanding. The 16th CPC put forward the concept of"strengthening county economy". Afterwards, the party committees and governments in each province and city released related policies and measures on promoting the development of county economy. Since implementing the policy of expanding the power of counties in 2005, the county economy in Jilin Province develops quickly, but compared with developed regions, it still lags behind. Therefore, studying the development of county economy in Jilin Province has relatively strong practical significance.The paper utilizes the theoretical knowledge on regional economics, economic geography, and development economics, and systematically studies the elementary theoretical framework of county economy, that is, the connotation, characteristics, growth pole theory, spot axis development theory, gradient advancement theory as well as the successful development modes of several typical county economy in China, and according to the foundation, current situation and features of county economy development in Jilin Province, it finds the existing problems by comparing the county economy of Jilin Province and developed regions, and analyzes the reasons of the problems, and based on this, it puts forward the countermeasures for promoting the development of county economy in Jilin Province. The whole paper is divided into four parts:The first part firstly illustrates the concept, features, and development elements of county economy; then it introduces the fundamental theory of county economy development; lastly, it analyzes and assesses the successful mode of county economy development in China, which provides theoretical foundation of studying the county economy development in Jilin Province.The second part begins from the constitution and distribution of county economy in Jilin Province, and summarizes the current situation and features of county economy development in Jilin Province, and makes a comprehensive appraisal about the overall development situation of county economy in Jilin Province, which lays the foundation for proposing the countermeasures for developing county economy in Jilin Province.The third part finds out the difference of Jilin Province with developed regions through analyzing some indexes in the county economy development, and summarizes the problems in developing county economy in Jilin Province. The first one is that efficiency of production is low, and the accumulation of total amount is relatively slow; the second one is that the regional development is unbalanced, and the gap between counties is gradually becoming wider and wider; the third one is that the enhancement of welfare level is slow, ability for independent growth is relatively weak, and the fourth is that the percentage of agriculture is relatively bigger, and the industrial structure needs further optimizing; the fifth is that the content of science and technology is relatively slow, and the ecological environment allows no optimism. Based on these problems, it analyzes the main factors that restricts the development of county economy in Jilin Province.The fourth part elaborates the countermeasures for promoting the development of county economy in Jilin Province. In view of the current development situation of the nation and Jilin Province, the writer proposes that in order to develop county economy in Jilin Province, we need to change the traditional thinking, and construct development strategy according to the train of thought of balancing urban and rural development, especially we need to bring into play the geographical advantage, and maximally distribute all kinds of resources. More importantly, we need to construct a envirionmental-friendly and energy-conservation society, and realize sustainable development. In order to further promote the development of county economy in Jilin Province, Jilin Province should transform the function of government, and optimize the economic development envirionment; bring into play the advantage of geographical location, and promote the industrial development of agriculture; quicken the construction of small urbanization, and promote the process of unified design between the city and the countryside; cultivate industrial group, and explore the new type industrial path; strengthen economic collaboration, and expand county economy opening up.With county economy development as the platform, the whole paper adopts the research method of combining theoretical and empirical analysis, systematic analysis and comparative analysis, and on the basis of comprehensive survey, research, analysis and summary, and by refering to the successful mode of typical county economy development in China, it illustrates that in order to develop county economy, Jilin Province should take the road of promoting the"Sanhua"of agriculture industrialization, new type industrialization, and urbanization; should be people oriented, with solving the"sannong (agriculture, village and farmers)"issue as the core, and try to make the county and farmers become rich, strengthen the strength of county economy, balance economic and social development and urban and rural development, and promote the unified design between the city and the countryside; bring into play the advantage of backwardness, pay attention to sustainable development, and the county economy ecological development road; oritented to the market economy, stick to the openness of county economy, break the restraint of administrative regions, actively receive the mobilizing and radiating of big cities, and put county economy into a bigger region for planning; the traditional industry and modern manufacturing industry can be cultivated into the leading industry of county economy, and the key is technological advancement; work innovation is the soul for the scientific development of county economy, and innovation will accompany the whole process of the scientific development of county economy. It is hoped that this paper can provide certain reference value for the development of county economy in Jilin Province.
