This quality improvement is achieved through technological innovation. The main performance is value-added products to improve and resources spent to reduce. Economic growth in industrialized countries mainly rely on technological innovation, While China's economic growth is still mainly rely on the accountability of funds and human inputs, Waste of resources has constituted to a serious obstacle of china's economic growth in high-quality .The effect of changing the mode of growth in our past was not obvious. The most crucial reason for this is lack of scientific and technological innovation, so scientific and technological progress can not keep up the constraints of technical bottleneck. The innovation of enterprise cooperation can expand enterprise's strategic vision, enable businesses to obtain more resources and learning opportunities, so to accelerate technological accumulation, reduce the costs and risks of innovation, enhance the innovative capability, improve the innovation performance. Therefore, more and more enterprises make innovation through the way of cooperate with each other, in order to take full advantage of internal and external resources to achieve the sound development of enterprises. Select the ideal partner of innovation is the key to successful innovation. In other words, the success of carrying out cooperation in IT projects is vital to the development of the enterprise. In order to complete successfully Cooperation in science and technology of enterprises, this paper studied in patterns and mechanisms of cooperation of major IT projects is for completed. This to the development of enterprises even our country's strong and prosperous is a significant.By searching, reading relevant literature, we found that existing research about patterns and mechanisms of co-operation is only mentioned in the research about analysis of incentives to cooperate, partner selection, pattern recognition, as well as the limitations of co-operation.It is apparently lack of scientific depth and clarity comb and research to organize these fragmented research on co-operation mechanism, we found it is not so perfect and the reason is as follows:The research in internal effect mechanism of the cooperation mechanisms is not systematic. Between Cooperation units and the external environment,Cooperation units themselves, the internal functional of cooperation departments, as well as members of functional departments, the interaction mechanism exists. Mutual influence between them, binding to each other, they affect the level and the efficiency . Existing research is only briefly mentioned the co-operation mechanism between the cooperation units. It lack the in-depth, systematic study in the internal effect mechanism of cooperation.It is clear that such research on cooperation model and partner selection should be based on a clear mechanism of inter-organizational cooperation. However, there is insufficient in existing research for cooperation mechanisms. This will lead to the existing research for co-operation pattern recognition and co-operation partner selection is not Scientific. The above-mentioned shortcomings lead to that simply using the existing theoretical approaches about studying the behavior of organizations is in great difficulties. Therefore, further study of the co-operation model and mechanisms of major scientific and technological projects can make up for these deficiencies and improve the theoretical studies about the co-operation model and mechanisms of major IT projects.Thus the innovation of this article is that based on the cooperation model and mechanism studies on major IT projects in Jilin Province, Starting from the actual situation, by releasing and collecting the questionnaire, we consolidate and analyze by the way of Scoring experts. This practice of innovative does a more in-depth study and discussion on co-operation mode and mechanism of major scientific and technological projects. Particularly, in this paper, contract management for construction creatively working in the co-operation mode and mechanism of major IT projects make the mechanism of the major IT projects more effective.From the theory about co-operation models and mechanisms of the scientific and technological projects, by studying the cooperation situation, models and mechanisms of major scientific and technological projects in Jilin Province, this article research the problems of cooperation models and mechanisms of major IT projects in Jilin Province. We get that the models of science and technology projects in Jilin Province are: support by national science and technology, spontaneous co-operation, support by the provincial government. Simple model, clear classification, complementary and coordinated development are in line with the situation of Jilin Province. Specifically, the study of this article can be divided into four parts.First of all, this article summed up the existing research about scientific and technological co-operation model on the domestic and international, Given the definition of mode, mechanism and the technology co-operation mechanism, analyse the characteristics of major scientific and technological co-operation model and mechanisms, overview the content of co-operation mode and mechanism of major scientific and technological project, and introduced the scope of application of the co-operation model and mechanism of major scientific and technological projects.Secondly, this article analyzed the influencing factors in science and technology projects cooperation in Jilin Province, including Policies, environmental factors in Jilin Province, the co-operation concept and value of project, the cooperation costs and risk factors. Which specifically relates the meaning of these factors, the degree of the impact factor on major IT projects cooperation, the angle and manner of the effects, factors including what and so on.Then, we investigate analysed and summed the current of the major scientific and technological project co-operation model in Jilin Province. Combination of the situation in our province, we did a small sample survey of the state of Major IT projects cooperation in Jilin Province, Analysed the three most common models of major technology projects in our province, Summed up the problems and the causes in these models and mechanisms, and recommended propose solutions and measures in different situations. Finally, in the summary and outlook, we summarized the shortcomings of this article, and placed high hopes to the future of academic surveys and field research.
