Today, with the development of enterprise information technology, faced with the globalization of market competition, enterprise information systems must adapt to business change and intense competition in the market. The constant changes in the market require the enterprise must continue to make changes to adapt to market requirements. Enterprise information system is difficult to keep up with the pace of business change, companies face business process reengineering. Information systems and business strategy are hard to maintain in a high degree of consistency. Based on this problem, paper started from the foundation theoretical on SOA. According to the theory of SOA and the realization of the principle ,paper analysis of the status of research and the existing problems of enterprise information systems. Through the value of information systems and strategic position as well as the four aspects of information systems integration, refinement, process control and strategic business descript the construction of information systems platform。In this paper, detail analysis of SOA-based enterprise information system architecture, elaborate the role of each level of structure model and design services of the critical layer. Design platform architecture use technology of pc cluster, grid computing and mobile agent information technology. At last, through the example of system integration for one insurance company, give the design and proposal of the integration of business strategy and technology system which is based on SOA.Paper includes the following sections:(1) MIS is taking part in marketing competition all over the world. Confronted by the stream, enterprises have to adjust in time to be more flexible and reduce cost and risk to the maximum. Meanwhile they have to solve problems such as fierce competition, promotion of core strengths, capital structure, business model, internal cooperation, etc. In the process of data sharing, service sharing, resources sharing, enterprises overcome digital gap, business process recombination, MIS plan. New products make us lead the market, reduce costs efficiently, service-oriented CRM. With the combination of above strategies, key values for MIS lies in the foundation for enterprises management model, management and strategic resources to fulfill the accomplishments in creativity, value, market and cooperation.(2) The realization of the technology system and business strategy. The information system corresponds to some business as it developed to a stage. When the information system and e-commerce platform develop, we will find there are too many business things of the business model have to be improved to adapt to the fierce market competition and e-commerce platform. Changing the existing business model is the key to a sustained lift, making the advantage of agencies be in direct proportion to the interests of agencies, and making the coordination of overall interests and the local interests. Information system meets the needs of the standardization work of enterprise and improves the level of enterprise information. In order to improve the effectiveness of the system, we must be attention to the level of standardization, enhance the work standardization. Standardization of business operations is the basis of computer automation, is the premise of information coding and information processing. Enterprise plan to carry out unified format and norms. Business processes should prescribe uniform business processes, unified approach and unified point of order. Therefore, in practical work, we should implementation of this standardization work in organizational and planned,gradual increase the uniformity and consistency of business approach. The strategic value of enterprise information system is mainly embodied in obtain competitive advantage through product differentiation, shield competitors through technical means, binding partners through technical means, shield market risk through technical means and to achieve corporate strategic adjustment through technical means.(3) The integration between business and IT: With the development of information technologies, MIS growing is a big challenge. However, in the development of infrastructure, systems not only cater for enterprises need, but also change existing work process and management which will result in inconsistency finally. These conflicts between enterprise targets and information targets are inevitable problems in their development. Development brings challenges and opportunities, which will eliminate traditional management models and methods, especially to the bad management, poor abilities, and vague strategic targets in some small and middle level companies. At the same time IT system also have weak points like great gap between business and IT, complicated technologies, incompatibility in skill standard, bad system interoperations, and vincible system safety. It endures a procedure of integrative management, refined management, process control, strategic management with a raised concept of matching between skills and business system, use of strategic resources, competitive strengths, market strategies, business model, system architecture. After informed analysis of process methodologies, we raise a idea of integrating ERP, DSS, EC, supply-chain and logistics which provides us with a unified, common and sharing platform.(4) SOA-based architecture design. The system is based on the line of SOA architecture. On the system design, we use multi-system service model to build it, and provide share of the system and exchange of visits by different concept of service levels, in order to reflect the aim of the system, to share resources in data, services, resources, etc. The establishment of the multi-layered composite structural framework is through separating system resources and system applications, system services and business services, system data and business data, management applications and decision-making application, and even separation of different particle size among application services. The design of the software architecture is based on the MVC framework, PC clusters, ESB bus services architecture and structure of software, and combine with business applications.(5) The integration of the insurance industry's technology system and business system. Insurance companies usually take a number of key business strategies when they operate and develop their business: market segmentation strategy, professional leadership strategy, talented people strategy and corporate culture secretary strategy. In order to solve the problem of product transition,competitive strategy,needs to avoid risks,vulnerability management,the impact from system on enterprises,incentive mechanism evaluation,operations management and needs of the future business model, this article based on the core business of the insurance system, is given the implement program to achieve integration of the core business strategy and IT systems with the technology of pc clusters, SOA bus, MVC framework, etc. Enterprise information system plays an important role in enhance the quality of service, make full use of information resources, assess the value of risk. It could shield competitors and obtain strategic leadership in competitions.
