Nowadays the technology is in rapid development, the extent of the informationsociety is increasing, which gives our county’s flood emergency a great improvement.However, because of the vast territory, complex terrain, various local floodemergency department fragmented, so far there is not a unified comprehensive floodemergency information system to help guide emergency flood relief work, making theconstruction of flood-related emergency department information redundancy proneand information island phenomenon, which hinders the implementation of floodemergency and expand the work to a certain extent. To effectively solve this problem,this paper proposes a enterprise framework-based to build flood information system,trying to use the enterprise architecture theory and its development methodology toconstruct flood emergency information systems modeling various aspects of thevarious levels of flood emergency information organic classification and integration,so that flood emergency information to achieve smooth communication at allorganizational levels, to improve the efficiency of emergency flood work.Firstly, to study the status of the emergency flood information system building,and then find out the current problems, which made the use of enterprise architecturetheory of flood emergency information systems to build research ideas. Followed, bycomparative analysis of the current comparison of several common enterprisearchitecture framework, choose an appropriate information system for floodemergency constructed enterprise architecture approach-TOGAF architectureframework, TOGAF architecture development method and then use the framework ofthe ADM for flood emergency information systems research, from a macro point ofview of business architecture, application architecture, data architecture and technicalarchitecture to build four levels, respectively. Finally, the Poyang Lake EcologicalEconomic Zone, as an example, flood emergency response information system basedon enterprise architecture in detail to build and use its modeling softwarePowerDesigner modeling, to achieve a fully effective communication and informationsharing across the flood emergency departments, improve the efficiency of floodemergency.
