Performance management in the state-owned enterprise has always drawn the attention of experts and colleagues,but there are still many problems in practice.Basing on the research and practice of performance management in the state-owned enterprise,the paper conducts in-depth study on the key issue of performance assessment in the state-owned enterprises.Firstly,the paper gives analysis to the performance management status of the state-owned enterprises.Then,the paper constructed "the secondary system of performance appraisal" of the state-owned enterprises,and innovatively proposed the sector performance appraisal system based on the "main dual-law".After that,KRIF performance model for workers was established,which set up a "four-dimensional model of assessment" for workers, and the model is "the key performance indicators(KPI)","day-to-day performance evaluation (RPA)","exceptional performance events(IPI)" and "the potential for future performance (FPP)".At this point,the "FAHP" is taken to determine the weight of indicators to construct the "two-dimensional performance indicators matrix",and which has manifested the application value fully.
