Research Into Management Of China's Science And Technology Intermediary Agencies

In today's world,the essence of international competition is high-tech competition.The development of high-tech science and technology depends on the speed,ability and level of the transformation of science and technology into practical productivity.The effective functioning of Science and technology intermediary agencies is of important means to promote the technology and economic integration, to realize the industrialization of high-tech achievements.With the improvement of the market economy and globalization of the knowledge-based economy,science and technology intermediary agencies plays an increasingly vital role in accelerating the transformation of scientific and technological achievements,stimulating scientific, technological and economic integration,and raising the position of science and technology in the industrial development.However,currently,there are still problems in the management of China's science and technology intermediary agencies,such as inadequate related policies and regulations,transformation of government functions, imperfect of public information platform construction,inadequate credit appraisal system,and shortage of professionals,and not close international cooperation.It's of special significance to conduct deep analysis of these problems and to explore appropriate measures significance.This paper aims to define science and technology intermediaries,analyze their development process,role and status,and to introduce the three modes of science and technology intermediary agencies:government management mode,parallel mode of government management and industry associations' self-discipline,industry associations' self-discipline model.Analysis of the current management of China's science and technology intermediary agencies and the following analysis of the problems in the current management are mainly reflected in two aspects:First,the aspect of government,including inadequate related policies and regulations, transformation of government functions,as well as inadequate public information platform construction;Second,the aspect of industry management,including imperfect credit evaluation system,the shortage of professionals,and not close international cooperation.Learning from the experience of the management of science and technology intermediary agencies in overseas countries,particularly the experience of their industry associations' self-discipline management,the author believes that the management model of current China's science and technology intermediary agencies should be defined as parallel mode of government management and industry associations' self-discipline.And then the author put forward to improve the management of China's science and technology intermediary agencies.The first is to enhance the micromanagement f government,including strengthening the legal system,increasing policy support,making efforts to transform government functions, establishing a public information platform.The second is to strengthen self-discipline management of industry associations,including the establishment of criteria systems, strengthening institutional linkages,training professionals,developing international cooperation,and collecting industrial information.Therefore,government,industry associations should fully play their respective roles in strengthening their management to promote the good and rapid development of science and technology intermediary agencies.
