Japan Science And Technology Agency(JST)

Japan Science and Technology Agency(JST) is a national-level scientific research management organization of Japanese government’s Science Ministry, and also is one of the most representative and the most successful science and technology intermediary service agencies in the developed countries. After the Second World War, Japanese economy has suffered a bad period, the Japanese government took a series of measures to develop economy. JST was established in these environment and conditions. From the end of the war till now, JST played an important and influential role in Japanese economy, science and technology, society and so on. In the view of its special contribution and irreplaceability, this research on JST has important value and significance for China to learn from Japanese developmental experience.This paper could be divided into three parts, and dose systematic research on JST in its establishment and development, organization and operation, significance and enlightenment. The chapter one focuses on the establishment and development of JST, in the "background of the establishment of JST", this part elaborates the period of technology import and the period of science and technology innovation of Japan. In the "development of JST", this part researches the JICST, JRDC, JSTC, which are the predecessor of JST. The chapter two focuses on the "three departments, two centers and the Miraikan", which are the most important institutions of JST, and also deals with its operation, such as entrusting development and mediation in development. The chapter three analyses the significance and enlightenment of JST, such as the significance to Japanese government and laws, economy and society, other science and technology service agencies; and in the "enlightenment to China", the author reveals the functional changes of government and improvement of laws, improvement of economy and society, experience for Chinese science and technology service agencies.
