Research On Optimization Of China's Rural Financial Organization System

In the process of China's economic construction,agricultural sector has provided a large amount of agricultural surplus for state-owned economy as well as a large number of low-cost labor and other resources for other economic components,which made a historically significant contribution for China's national economic development.The lasting and excessive overdraft eventually made the problem of agriculture,rural areas and farmers become the primary bottleneck that limits China's all-round development in economics and society.The central government has always been paying high attentions to the problem of agriculture,rural areas and farmers,with its consecutive First Documents of each year targeting on this issue since 2004. However,the law of modern economic development has shown that to solve the problem of agriculture,rural areas and farmers,to attain the strategic goals of increase of farmers' income, development of agriculture and stability of rural areas can not be separated from support from rural finance.A rural financial organization system with an institutional and functional integrity is the strong pivot for the realization that finance supports agriculture.Basing on the relative theories,the paper that takes China's rural financial organization system as its subject systematically analyzes the problems and their root of China's rural financial organization system, then comes up with fundamental ideas and policy proposals for optimizing China's rural financial organization system combining with the status-quo of China's rural finance.The paper is composed of seven chapters in structure.Chapter 1 is the preface that introduces background,significances,purposes,methods and framework of the research.Chapter 2 is theoretical reference and review,this chapter gives introduction and review on theory of financial development,theory of rural financial development,theory of financial intermediary and functional perspective of finance to illustrate respectively relationship between economics and finance,reasonable paradigm of rural financial development and existing basis and functions of financial system.Chapter 3 defines rural financial organization and rural financial organization system,illustrates goals and principles of the optimization of rural financial organization system. Chapter 4 firstly reviews the evolution process of China's rural financial organization system and describes the feature of this process,then analyzes problems existing in rural financial organization system and points out finally by using information asymmetry model that exogenous rural financial organization fails to meet real demands of rural finance is the root of the problems. Chapter 5 is international experience and enlightenment,this chapter introduces and compares rural financial organization system of both developed countries represented by the United States and Japan and developing countries represented by India and Bangladesh,then summarizes the experience and enlightenment worth learning in the process of constructing China's rural financial organization system.Chapter 6 comes up with fundamental ideas and policy proposals for optimizing China's rural financial organization system:cultivate and develop new-type rural financial organizations,reform and improve traditional rural financial organizations and build good environment for rural finance.Chapter 7 draws the conclusions of the paper:first,China has established a rural financial organization system which is complete in form but defective in function;second,to develop new-type rural financial organizations is an important and effective measure to optimize China's rural financial organization system.This chapter also states problems to be further studied of the paper.
