Since the 20th century 80's,the world of economic globalization and financial integration process has been strengthened in the international capital flow is accelerating,and a wide range of trends.Since the mid-90's to enter China with its huge potential market demand to attract a large number of foreign investments.With the accession to the WTO since the all-round opening up of China's economy,China's total foreign investment of tremendous growth in foreign investment to promote economic reform,the promotion of the national economy to make a positive contribution to growth.At this time,analysis on the present situation of the regional structure,the industrial structure and the way the structure of foreign investment, optimizing the utilization of foreign investment structures,and explore new ways of utilizing foreign investment,the new way for active and effective utilization of foreign investment;and promote cross-border style of China's economy healthy development, will have important practical significance.In this paper,both at home and abroad on the theory,of the use of foreign research results and new progress.There are a lot of researches of utilizing the foreign investment theory,both at home and abroad.There is a macro aspect,there is a micro aspect too,has already had strategic research of tactic too.and the field involved is from economic to political nearly all inclusive.However,according to the actual situation,it is rarely that using mathematical models to optimize the utilization of foreign investment and the structure.In Chapter One,the paper outlines the domestic and foreign scholars of foreign capital flows to developing countries on the results of research on motivation,as well as the inflow of foreign capital in China a few driving forces.After,the present situation of China's foreign investment utilization is analyzed in three ways:the regional structure,industrial structure and the way structure of foreign investment.In the regional structure of foreign investment utilization.first reviewed the use of foreign investment in China's history and the overall situation,and the structure of those national from which come foreign investment,and the regional distribution of China,and the preliminary result of the cause of the imbalance in distribution of foreign investment in China.That is.the natural conditions and man-made factors' investment environment.Analysis of the use of foreign investment in the industrial structure,two levels of analysis from the current industrial structure of China's foreign investment utilization characteristics,that is,three times the industry perspective and the perspective of the three major industries,and the utilization of foreign investment in China's industrial development.Methods of utilizing foreign investment in structural elements,according to the classification of the statistical yearbook,firstly analyze of three kinds of classification in the way about utilization of foreign investment-loans,foreign direct investment and foreign other investment--structural characteristics,and analyze of the characteristics of foreign direct investment and China's methods of utilizing foreign investment over the next few year's trends.In Chapter Five,paper uses Multi-target Programme Model,basing on the analyzing of the three structures of utilization of foreign investment,combined with the data of foreign investment in China,and draws the optimal conclusion from three structures and five aspects of foreign investment.Finally,policy suggestion or the optimization of China's foreign investment utilization structure is proposed.
