In order to accelerate the economic development, China has chosen the Non-balanced Gradient Development Strategy which gives priority to the eastern part of our country in the initial period of the reform. This strategy not only boosts our economy effectively but also results in the serious imbalance of the regional economic growth. As fiscal policy is an important tool to implement this strategy, the imbalance of state revenues and expenditures regional distribution is inevitable. How to understand the relationship between state revenues and expenditures and regional economic growth comprehensively and accurately and how to evaluate the gains and losses of the non-balanced gradient development strategy objectively is a significant research subject for the theorists and the department of economic management.This paper takes the scale, the structure and the variation analysis of state revenues and expenditures in China as its background, and discusses the quantitative relations between state revenues and expenditures and the regional economic growth, then reveals the influence mechanism of state revenues and expenditures on the regional economic growth. It also provides the reference for region policy choice of state revenues and the public expenditures in China. At the same time, it tries to provide a valuable empirical analysis case for the regional economic research on our country with the purpose of doing our bit for the advancement of existing research.This paper combines the theoretical analysis with quantitative research. It also pays more attention to the combination of statistics description and econometric models analysis. The paper consists of six chapters:Chapter 1 is the introduction which explains the research background and significance, the mentality and method, and the basic analysis frame of the paper.Chapter 2 introduces the theory frame of the study on relations between state revenues and expenditures and the regional economic growth.Chapter 3 gives the statistical description and the analysis about the scale, structure and evolution path of state revenues and expenditures.Chapter 4 analyses the influence mechanism by means of a panel data econometric model that reflects the relation between fiscal revenue and regional economic growth based on the total quantity and structure of fiscal revenue.Chapter 5 analyses the influence mechanism by means of a panel data econometric model that reflects the relation between fiscal expenditure and regional economic growth based on the total quantity and structure of fiscal expenditure.Chapter 6 makes a brief appraisal to the region policy of revenues and expenditures and also gives the policy choice about it.The main innovation of this paper is as follows:1. It shows fiscal policy and its influence at the regional economic development after the reform and opening of China through the analysis of the regional revenues and expenditures, gives the qualitative conclusions of the fiscal policy's effect on the regional economic growth.2. It gives the quantitative relations between state revenues and expenditures and the regional economic growth, and provides the quantitative basis and boundary for the current fiscal policy's adjustment based on the regional economic growth angle of view.
