Countermeasure Research On Promoting The Farmer's All-around Development In The Socialist New Rural Area Construction

As the main body of economic and social development in the rural area, the farmers'synthetic ability is the key factor in realizing the agricultural modernization. The Fifth Plenary Session of the 16th session of CPC proposed the socialist new rural area construction as the significant historical task in our national modernization advancement, and made a strategic action to train new farmers, improve their overall qualities. The 11th 5-year plan put the enhancement of the socialist new rural area construction and the farmers'all-round development in the prominent position. The 11th session of the National People's Congress conference also pointed out that it was importance to strengthen the countryside vocational education and skill training, improve unceasingly the farmers'cultural quality, and greatly promote the socialist new rural area construction.Improving the farmers'all-around development and constructing the new rural area are a process of mutually affecting, promoting, and positive interaction. The farmers are the direct beneficiary, the main body and the basic force of the new rural area construction. The farmers'all-around development is the premise and guarantee of the new rural area construction, and an important content in the new rural area construction. Promoting the farmers'scientific and cultural quality, ideological and moral quality, and the physical quality are foundations of constructing the new rural area, and an inevitable request for realizing social stability, scientific development view, and building a harmonious society.This article takes"improving the farmers'all-around development"as the object of study, carries on a comprehensive discussion and research on the farmers'present development, and measures of promoting Chinese farmers'quality from a new perspective. Improving the farmers'quality is not only the career of righteousness and the foundational project in the socialist new rural area construction, and the core of realizing socialist new rural area, but also an important topic in front of us labeled"agriculture". Therefore, studying the Chinese farmers'all-around development objectively under the new rural area construction background has both the profound theoretical significance and practical significance.The paper altogether has four parts. It makes every effort to unify the theory and the practice, the empiricism and the standard in the research process, analyzes Chinese farmers'scientific and technological knowledge, ideology, morals, concept of law, physical quality etc with massive detailed materials, and carries a crosswise and longitudinal comparative analysis from multiple levels and perspectives to the Chinese farmers. Finally it puts forward a series of tactics and proposals to improve the Chinese farmers'cultural quality according to the Chinese national condition. These tactics focus on the general goals of new rural area construction.
