About In The Construction Of New Socialist Rural Areas To Carry Out Economic Responsibility Audit Of Thinking

The construction of new socialist rural area is an important development strategy for China’s national economy since the Fifth Plenum of the16th CPC Central Committee. It’s also an important measure and means to the full realization of the well-off society. To achieve this strategic objective, the investment in rural areas is continued to increase from central to local, the policies which can interest farm, benefit farm and support the development of agriculture are introduced continuously. However, there are many problems which limit and influence the process of building new socialist rural area. This article researches on the theory of impact and feasibility which economic responsibility audit does in the construction of new socialist rural area, This article provides some theoretical support for the economic responsibility audit as a solution to the problems in the construction of new socialist rural area, in order to find the point of integration between economic responsibility audit and the construction of new socialist rural area.This article is divided into five chapters:Chapter I is an introduction which includes research background, significance, the main contents and the methods of research, and difficulties in the study; Chapter II is the theoretical basis of economic responsibility audit to carry out in the construction of new socialist rural area, from the development of economic responsibility audit and theoretical foundations to analyze, focusing on the pattern of economic responsibility audit in the different levels of new socialist rural construction; Chapter III is about the content and significance of rural economic management model and economic responsibility audit to carry out in the construction of new socialist rural area, through the summary of new opportunities that new socialist rural area construction brought to, put forward to carry out economic responsibility audit in the construction of new socialist rural area is urgency and it’s content and evaluation system, discusses the importance of village cadres economic responsibility audit, and it’s evaluation methods; Chapter IV is about the main problems and suggestions facing the economic responsibility auditing in new socialist rural area construction, combined with the actual work, with emphasis on discussing how to determine the audit object and the problems of the institutional issues and the audit institutions, proposed solution measure which is an innovative part in this article; Chapter V is about the conclusion of the article.
