The network governance is a problem which is worthy of attending in the course of network governance practice. The external factors includes: economy factors, society ones and technology ones.Third, it constructs a general model of network governance structure which includes two variables of time and efficiency : It describes the two modes of structure evolvement of network governance periodically and analyzes two cases of NewYork Silicon Valley's evolvement of increasing successively and"128 Road"'s evolvement of decreasing successively.As a kind of new organization mode of dynamic evolvement, the network governance evolvement follows two different paths because of various influence ingredients. To exert network organization's unique efficacity satisfyingly, the enterprises need to adjust their player roles in the course of networked cooperation and concentrate on the advancement of efficiency of the advantage complements to advance the social resources allocation efficiency.
