Research On Government Responsibility In Home Ownership Vision For Social Vulnerable Groups

In recent years, with the vigorous development of the socialist market economy, the real estate industry has been developing rapidly.It was followed high prices of the house lead to social vulnerable groups can not afford to buy a house. In order to solve these problems, The Chinese government has issued indemnificatory housing policy, housing purchase restrictions policy. Even if the Chinese government issued all kinds of policies, the social vulnerable groups are still can not afford to buy a house. This paper based on analysis the government’s housing policy to come up with some useful suggestions for social vulnerable groups in housing security. The innovation of this paper lies to the problems of the government responsibility are focused on theoretical analysis of the Chinese indemnificatory housing policy. In this paper, the theory of induction and the specific implementation process of combining government responsibility and analysis of Chinese current housing security system defects and causes. Finally, come up with some suggestions for social vulnerable groups make this paper has reality.This paper is structured into five parts. The first part is introduction. This part describes the research’s background and significance and analysis of the domestic foreign scholars’different views on housing security. The second part is theories and conceptions. In this part, I cite on home ownership, housing security system conceptions and use the theory of public management to analysis the government responsibility. The third part is our country’s home ownership schemes developing process and the government responsibility and present situation analysis. This section from the historical evolution of affordable housing construction in China, a further analysis of our country should take in the affordable housing. Reach the conclusion lacks that the government responsibility of China. The fourth part is The United States, Britain, Singapore and other countries, learn from housing policy. The fifth part, the Chinese government implemented the home ownership vision of the suggestions. The conclusion that Chinese current indemnificatory housing is still in the exploratory stage, only clarifying the government’s responsibility, reflects the people foremost, to be able to effectively solve our housing problems of the social vulnerable groups to achieve home ownership.
