Studies On Foreign Debts Of The Republic Of China In The View Of Public Opinion

At the beginning of the 20th century,the Republic of China was unable to make ends meet and faced the export of capital of foreign countries on the economic front. And this stimulated intellectual with a strong sense of responsibility for the nation to feel sensitive and worry about the present and future about China.They made analysis on the situation home and abroad to convey information home and abroad for their fellowmen.The problem of foreign debts was one of the points of the public opinion; nearly every famous periodical had conferred on this problem.At the same time, different opinions on foreign debts developed.The reports and opinions on it in the Oriental Magazine is new and unique,and there are many different discussions on foreign debts gathered in the column of' Domestic and Foreign Times",whatever the difference;this column gathered all of them.And in this article,I make studies on foreign debts mainly according to Oriental Magazine,besides other periodicals,from comprehensive to analysis,from period studies to development trend,these magazines offered and opened new academic methods,and broadened the space and train of thought of studies on the history of foreign debts.And there are 5 chapters in this article.The first chapter is about the outline of the development process of the foreign debts of the Republic of China.I study the recognition of public opinion on foreign debts,and make simple outline about the history of foreign debts of Republic of China,and then make studies on the opinion of the periodicals.In the second chapter,I sum up the explanation of the foreign debts on the Oriental Magazine,containing the concept,origination,influence of foreign debts and the relation between reparation and foreign debts.In this chapter,I also make detailed explanation on the magazine's recognition on the foreign debts and it's converting during the early of the foundation of this magazine.In the third chapter,the mainly content is about the recognition of public opinion on the early time of Beijing Government of the republic of China.The craziest times for borrowing foreign debts are during the government of Yuan Shikai,containing the "Big Loan to Deal with Problems Arising from the Accident".So this chapter is the center of the discussion of public opinion and also is the center of the whole article. According to the foreign debts the government borrowed,the public opinion made some reports and criticism.Many patriotic intellectual and investigator on finance explained their opinions at the base of Oriental Magazine.At the same time,I studied the same problem in other periodical to make contrast with Oriental Magazine, demonstrating the style of its speech.-objective and neutral.In the fourth chapter I mainly discuss that Oriental Magazine put the Xiyuan Loan and other foreign debts in order.And I want to study the opinion on foreign debts of Beijing Government in the previous years of constant fighting among warlords.Fengtien,Duan,Zhi clique of warlords continue the policy of loan,and this is the point of public opinion.Because during this time,the study on foreign debts and domestic debts came to mix together,so the amount of articles about foreign debts was little.The Government of Republic of China put up the foreign debts in order, which was praised on the Oriental Magazine.And in the magazine,it advanced it's own opinion and suggestion on government debts.So this offered many practical suggestions and proposal for the government.Above that,there are many articles translated or transformed from other periodicals in the Oriental Magazine,which showing the currently introductory and compatibility of this magazine.In the fifth chapter,it contains the problem of the new bank companies and sending back of Boxer Indemnity.It contains not only the reports and criticism of the recombine of bank companies,also the discussion and reports on the suspension and purpose of the Boxer Indemnity.The comment on the Boxer Indemnity of the public opinion played an introductive role in taking advantage of the refunds and rebates of Boxer Indemnity.In a word,the concerns of foreign debt as the center of Oriental Magazine in public opinion,was not only demonstrates the basic historical facts,but reflect the sovereignty of the media-sensitive awareness and social responsibility,as well as the progress of the national democratic ideas.
