The Statistic Index System And Appraisal Of Recycling Economy In Heilongjing Province

It is an important guarantee to develop recycling economy energetically and take a resource-saving and environment-optimized path of sustainable economic development for completing the old northeast industry revolution of Heilongjiang province successfully. In the other hand, it is the fundamental way to ease the bottleneck of resources and achieve the balance between resources environment and economic social development, as well as the strategic choice to accelerate the comprehensive construction of a well-off society and to basically achieve modernization ahead. By the construction of statistic index system, the paper appraises the development of recycling economy in Heilongjiang province, and provides proposals correlatively according to the results of quantitative analysis. There is an important practical significance.This paper expounds the actuality of domestic and international recycling economy theory as well as the actuality of statistic index system, discusses the appraisal methods of recycling economy development, and makes a deeper understanding about the conception, the seedtime, the levels and the correlated theory of recycling economy. In this paper, the statistic index system is established according to the research on the current domestic and international appraising system of regional recycling economy developing level, the SWOT analysis conclusion of Heilongjiang province and the advices of experts. It is established following the guiding ideology and the design principles of appraising indicators. There are 48 indicators which are divided into 4 subsystems such as the socio-economic development subsystem, the resources economizing subsystem, the recycling subsystem, as well as the pollution reduction and ecological security subsystem. According to the characteristics of the statistical data which collects from the year 2002 to the year 2006, this paper ultimately selects 42 indicators as the empirical evaluation indexes. This paper establishes the appraisal model of recycling economy complex system in Heilongjiang province, in order to do empirical analysis the samples, by a combination giving weight way of subjective and objective, that is the indicators weight of each subsystem is given by factor analysis and the weight of each subsystem is given by AHP. By the further analysis of appraising results, this paper describes the nearly five years' developing trends of recycling economy subsystems in Heilongjiang province and the harmony relation between each subsystem. It shows that the developing level of recycling economy in Heilongjiang province is high, the growth trend turns strong from weak gradually, and the harmony degree between each subsystem goes from high to low and then to high. The results are basically tally with the objective of recycling economy in Heilongjiang province, and further validate the scientific and practical of statistic index system which is established in the paper. According to the results of the quantitative analysis, this paper puts forward some proposals and responses in order to accelerate the step of recycling economy in Heilongjiang province. That is the policy, legal, technical, financial, ecological, publicity support system to promote the building of recycling economy in Heilongjiang province.
