A Study On Synthetic Evaluation Index System For Low Carbon Economy Development And Analysis On Development Strategies

In the past few decades, people are in pursuit of economic development, and the industrialization are growing, but the progress of economic was based on the pressure of the environment and caused injuries to environmental, that the atmosphere of greenhouse gases are increasing, and climate change is serious, so people began to reflect on Low-carbon economic. Since Low-carbon economic was put forward by the British Government in the "UK Energy White Paper" for the first time, it was received extensive attention in various countries and many scholars began to study it, so it got the initial development. There are also some scholars are studding the evaluation of low-carbon economic development, but they almost focus on several methods, and that methods have strong sub sensitive so that cause the lack of bridge between concept and policies.Aimed at these problems that the low-carbon economy is faced, firstly, this paper analyzes the status of the low-carbon economy at home and abroad, comparatively analyzes the existing intensions of the low-carbon economy, and put forward views of myself for the intension of low-carbon economy; Based on the understanding of the intensions, this paper established an evaluation index system of the low carbon economy development level, and the construction of system is divided into three grades, the first-grade is the index overall, the second grade is the classification of specific indexes, and the third grade is the specific target; Then, this paper evaluated the development level of the low-carbon economy in the 30 regions of our country using the evaluation index system which has been established, first was the collecting and cataloguing of data, then the paper chose two objective methods——componential analysis and clustering analysis to evaluate the development level of the low-carbon economy in the 30 regions of our country comprehensive, and came to the comprehensive ranking list of 30 regions, the weight of index have been calculated, at last, the 30 regions were classified and analyzed, according to the classifications this paper put forward some pertinent strategies.
