A Study On Synthetic Evaluation Index System For Low Carbon Economy Development And Empirical Research

The development of low-carbon economy is a new way, which was appeared by the pressure of climate change and energy crisis, and it is the basic requirements and inevitable trend of the harmonious development between human and natural. In recent years, the whole world worked together to fight global warming and make efforts to reduce the greenhouse gas emissions. More and more countries realized that low-carbon economy is the only way to solve the contradiction between global warming and economic development. China has achieved the outstanding results in energy reduction, mitigating climate change, environmental protection and so on, promoting low-carbon economic development. As a developing country with the enormous demanding of resources and environment pressures, we are now in the stage of industrialization and urbanization, which force us to change the way of development. And it will take a long period to change the developing model into low-carbon economic according to the situation of China. Low-carbon economy is a systemic project. It is a key issue how to evaluate the efficiency of low-carbon economic development in an area and develop strategic direction and responses policy. Researching and developing evaluation index system of low-carbon economy is essential to evaluate low-carbon economy development levels.This paper established a three-level multi-index evaluation index system of low-carbon economy based on the collecting indicators which came from the county town of provincial five years of economic development, energy consumption, environment and social development. In accordance with the principles of the index system by using factor analysis method to determine the weight of relevant factors of the target layer, we can evaluate comprehensively the level of low-carbon economy and make the following conclusions and suggestions:Form 2005 to 2009, the economic output increased year by year, carbon emissions from unit GDP brought down and the area of low-carbon economy development improved to 0.6153.All the index reflected that the area of low-carbon economy development is raising, but the area’s level of low-carbon environment is unsatisfactory. Therefore, we must consider the district’s natural resources, the rich resources of the actual situation and adjust the industrial structure, develop tourism service, financial and other tertiary industry, eliminate the backwardness, call for low-carbon industrial production, develop large professional enterprises, support technology-based enterprises, establish a combination of technical innovation low-carbon system.In the past five years energy consumption is a slight decline account for more than 30% of total,So the industry energy consumption is a greatly influence factor to develop low-carbon economy. Energy consumption, especially the coal, oil, gas and fossil energy is the largest source of energy industrial consumption and discharge of co2.So to control industrial energy consumption and develop clean energy sources is important to the low-carbon economic development, significantly. This requires the government develop implement and improve enterprise appropriate taxes and subsidies policy, strengthened low-carbon energy development and use policy, establish appropriate policies to provide a good market competition conditions.Vegetation coverage is the larger effect environment factor, on the low-carbon target which affects the area of statistical data in table 4-5 shows the areas of vegetation coverage from 2005 to 2009 increased. So we must strengthen the forest, grasslands, wetlands, fields, the ecosystem conservation and construction, actively use the ecological system.In the area of low-carbon economic development, the impact indicator is consumption of energy which comes from the residents’consumption of coal, oil, gas, fossil energy and electricity. Therefore, we must strengthen the publicity to the residents with low-carbon lifestyle, encourage low-carbon service, intermediation services, promote the development of advanced ripe low-carbon technology and products, such as in rural and urban households using solar water heaters, the sun kitchen, etc.In summary, the low-carbon economic appraisal target system apply to town of Hebei province objectively reflected the area of low-carbon economy development’s level and problem which combined the economic and social development, point out further development of strategic direction and policy.
