Studies On The Difference Of Incentive Preferences Between Governments And Enterprises Based On Park Operational Mode

After 1950s,as a new economic organizational form,High-tech Industry Park Zones, like 'Silicon Valley',have been paid more and more attention to by enterprises and scholars. In our country,as Industry Clusters grown up in Zhejiang and Zhongguancun founded in Beijing since reform and opening-up,High-tech Industry Park Zones have been increasingly used in all parts of the country.At the present time,making use of the native resources advantage and positively developing High-tech Industry Park Zone has become the best way of local economic development.In this paper,it is the first time that split operational mode of High-tech Industry Park Zone to 'web-operational mode of High-tech Industry Park Zone' and 'value-operational mode of High-tech Industry Park Zone' by detailed separating operational mode through the study of its own characteristics from the common perspectives.The park's operating mode is selected for the study in order to emphasis on the different orentation of park development, and then through taking different incentive policies to lay a good foundation for long-term development of the park.Specifically,research of operational mode can help the same types of park to avoid vicious competition with the negative effects to the park in close regions.This article also redefines the 'role' of government within the industry park.In early studies,government was thought to be the passive one of economic activities,as a ruler. Introduced theory of 'Tiebout Mode' and combined with the study of public economics, government is defined initiatively and thought to be subjective preferences on incentives while government gives incentives.This can make us to better address the different operational modes have impact on government policy.This article creatively researches enterprises from the industry level.Enterprises which enter in the parks are limited,but very few restrictions on industry.So the study on the incentives attracting enterprises' entry can not be generalized.Based on above standpoint he enterprises which enter into parks are roughly divided into three main types.Because of that, incentives preferences are analysized by industry in order that park can offer more targeted incentives when the governments do the park's orientation and attract more enterprises to join in.
