Countermeasures Study On Innovational S&T Park Construction Of Tianjin High-Tech Industry Park

The construction of Innovational S&T Park,launched by the State Science and Technology Ministry,is based on the country's overall strategy of Innovational Country.It is a major move for the redeployment of building a regional hub and strategic strong point,which is of great strategic significance for the future development of national high-tech industry parks.At present,it is urgent and of practical significance to build an Innovational S&T Park for Tianjin High-Tech Industry Park(Hereinafter referred to THIP) in order to realize the historical mission of leading the development of Binhai New Area,Across Bohai Sea Area and even the whole Northeast Asia Area.Using theoretical analysis method,international comparative analysis method and other research methods,this thesis attempts to provide THIP some theoretical basis and innovative experience for the construction of Innovational S&T Park by analysing some relevant theories,such as Innovation and Incubator Theory,Growth Pole and Innovation Pole Theory,Innovation Cluster Theory,Regional Innovation System Theory,etc.,and to introduce some successful cases of world-class S&T parks.The thesis also points out the definition,characteristics,construction tasks and main points of Innovational S&T Park.Through SWOT Analysis Method,it also determines the strategic positioning of the construction of Innovational S&T Park of THIP,i.e. THIP is expected to be an International Knowledge-based Community and Globally Interactive Innovation Poles,which will support the development of the "Third Growth Pole" of China.Finally,this thesis gives THIP the countermeasures and proposals for the construction of Innovational S&T Park,namely:①Newly-built area(Binhai High-Tech Area) is designed to set up a global regional innovation system;②Built areas (HuaYuan Industry Development Area and other 4 policy radiation areas) are designed to complete innovation-oriented upgrading and transformation;③Main points:the innovation strategy of industrial generic technology,the governance of global innovation and joint regions,the construction of innovation service system and the cultural construction;④Proposals on External supports:we should provide more supports for Innovational S&T Park construction of THIP through the tests and application on the levels of law,organization,taxation,finance,personnel and evaluation.
