At present,the situation of building energy efficiency in Urumqi is badly stern. The excessively high consumption of building energy has impacted the energy sources and environment.Though it has taken some measures of building energy efficiency,but also has many questions need to solve immediately.Based on it,the paper analyzes the present situation of residential building energy conservation and uses an availability way to evaluate the building energy-saving in Urumqi.The paper combines the characteristic of nature climate and geography area, analyzes the present situation and the problems of residential building energy efficiency,at the same time,the paper carries out some suggestions which could prompt the house energy efficiency practice.Based on it,combine the trait of housing energy efficiency work in Urumqi,according to the correlative principia construct the comprehensive evaluate indicator system of building energy efficiency in Urumqi which include five norm hierarchy and twenty Indicator hierarchy,and based on the expert's score,make sure the indicators weight according to analytic hierarchy process,which has get across validity process.With the determination of indicators weight,by the contrast and analysis of five processes,carry out that using the fuzzy process to comprehensive evaluate the building energy efficiency of Urumqi.Lastly,choose the South Lake house of Urumqi government as an object to empirical analysis,and the analytic conclusion of comprehensive evaluate is that housing energy efficiency of the project is generic.Through the empirical analyses, validate the logical and scientific of indicator system,and suggest that the fuzzy evaluate is suitable to evaluate of housing energy efficiency of Urumqi.
