With the rapid of the process of China’s industrialization, the current "high energy consumption and high emissions, low efficiency" of economic growth mode displays obvious unsustainable, therefore, National12th five year plan put forward "to2015, unit GDP energy consumption and unit GDP carbon dioxide emissions respectively decrease by16%and17%than2010".Based on this, it is great significant for the implementation of "Energy saving and emission reduction " and sustainable development.From the China’s energy-economy-environment (3E) system of the research present situation, this paper integrated energy economics, econometrics, industry economics subjects theory and so on, took the energy efficiency as the study main line, systematic analyzed the reasons of China’s energy efficiency change.First of all,this paper analyzed the Chinese energy efficiency changes and general characteristics and evolution during1953-2010,further,using c-d production function analyzed the China’s energy efficiency changes affecting factors and influence mechanism.Second,on the basis of energy region, it used the method of DEA to measure China regional total factor productivity and total factor energy efficiency, meanwhile, used the Panel data model to analyze the relationship between the total factor energy efficiency and the total factor productivity.Then,through building the energy input-output table, this paper used the method of Structure Decomposition Analysis (SDA) to analyze the reasons of China’s industrial department of energy efficiency change;At the same time,the paper analyzed the department of energy consumption of China’s industrial department of energy strength and carbon dioxide emissions intensity characterist-ics.Finally,based on this, put forward the path of the implementation of the energy saving and emission reduction and improve energy efficiency advice.
