Achieving the equalization of basic public serivices implements the scientific people-oriented concept and is the inevitable requirement of building a socialist harmonious society.The so-called equalization of basic public services means gradualy narrowing the groups in basic public services between urban and rural areas,between diffrernt regions and between different groups,and promoting socia justice.Public service equalization not only promotes social justice,stability and national unity,but also is good for efficient deployment of capital,the forming of a single market,optimized resouce distribution,and advancing coordinated deveopment of the city and the country.In short it is of political,social and economic significance for the development of the state.To achieve such a goal,the state should make a full use of the finance and tax mechanism.In practice,transferred payment is an important mean to push forward the equalization of public service.The paper exposited municipalities and autonomous regions in China's economic development level and the level of basic public services,the analysis of data shows that the level of basic public services regional disparity,and the level of government revenue and expenditure(financial situation) to some extent,reflects the Government's provision of basic public the ability level of service.China's intergovernmental transfered payment system has made great progress,and the corresponding results obtained, but the actual operation,there are a lot of problems,a more limited role,This article from the transfer of the developed market economy countries to pay equalization basic public services and experience for China's current system of transfered payments to the cause of the problem,as well as the socialist market economy has yet to shape the fundamental constraints to study the equalization of basic public services under the trend of the mode of transfered payment system design.It is therefore concluded that it is fundamental to increase the financial resources available to transfered payment by more focus on economic development to enhance the adjustiment mechanism of transferred payment to encourge the equality of regional public service level.
