Accelerating the realization of equalization of basic public services is the focus of China's government work at this stage.However,under the background of fiscal decentralization,local governments often have mismatched fiscal and expenditure responsibilities,resulting in certain differences in fiscal capacity between local governments.The basic public services that lead to equalization are difficult to achieve.In this regard,the transfer of payments can greatly alleviate the financial differences between different places and promote the equalization of basic public services.At the same time,the central government has adopted an economic performance-based assessment mechanism for local government officials.This assessment mechanism has changed the local government's spending preferences,that is,the government expenditure structure is too focused on construction,and does not pay attention to basic public services and human capital investment.As a result,there is still a large difference in the supply of basic public services between regions,and transfer payments have not met the expected goal of equalizing basic public services.As the economic province of the eastern coast,Jiangsu Province has continuously improved its economic development level since the beginning of this century.At the same time of rapid economic development,some non-equilibrium development issues have gradually emerged.For example,between urban and rural areas,the gap between Subei,Sunan,and Suzhong is obvious.The supply of basic public services in different regions has been seriously unbalanced.The imbalance of basic public services between regions in Jiangsu Province is also a microcosm of regional imbalances in the country.In China,not only the development of the eastern,central and western regions is uneven,but there is still a big gap between the regions in the province.Balance,such as between Zhenan,Zhebei,Yuedong,Yuebei,and Yuexi with the Pearl River Delta,there is also a situation of uneven development.Therefore,the imbalance between developments within the province is also a problem worth studying.Based on this,this paper takes the inter-regional transfer payment and basic public services in Jiangsu Province as the research theme,and analyzes whether the transfer payment promotes the inter-regional government financial resources in the province based on the 2007-2017 Sunan,Suzhong and Subei panel data.The balance,and on the basis of analyzing financial resources,to explore whether transfer payment effectively promotes the equalization of basic public services between regions in the province,and finally concludes:(1)Through the analysis of the total amount of transfer payments and the average amount of people,it shows that the largest amount of transfer payments have been accepted in Northern Jiangsu since 2007.Through the calculation of the final financial differences between Sunan,Suzhong and Northern Jiangsu,it shows that regardless of the municipal level or the three major regions,the transfer payment has better controlled the final financial gap between the three regions.By measuring the equalization coefficient,it shows that the financial balance effect of implementing transfer payment in Jiangsu Province is getting better and better,effectively promoting the equalization of financial resources in Southern Jiangsu,Suzhong and Northern Jiangsu,and providing the supply of local basic public services.Effective financial security.(2)Regardless of whether it is from the overall level of Jiangsu Province or from the three regional sub-regions,the transfer payment has a certain equalization effect on the supply of basic public services in each city.However,the effect of transfer payment on the basic public service equalization in the northern Jiangsu region is smaller than that in southern Jiangsu,indicating that although Northern Jiangsu has received a large amount of transfer payments,it has not actually used transfer funds for basic public services.Local governments have incentives to use transfer payments on other projects,such as capital construction.(3)In the end,the paper puts forward appropriate suggestions for the current transfer payment system from the perspective of equalization,restricting local governments to apply financial funds to the supply of basic public services,and strengthening the targeting of backward payments in backward areas.
