The range of enterprise's social responsibility can be summarized as follows: Responsibility to employees; Responsibility to consumers; Responsibility to the creditors; Protection and rational utilization of the environment and resources; Responsibility for community's socio-economic development where one stays; Responsibility for social welfare and social public service. The social responsibility of the transnational enterprises means that while the enterprises are in seeking the economic benefits and maximizes, should bear the community responsibility of social concerns such as the labor, environment, consumer related to this, etc. According to the basic legal principle that rights and obligations should be compatible, compared with the social responsibility of enterprise in the general meaning, the social responsibility of the transnational enterprises has its unique meaning: the responsibility to the country or the government and to the whole world.In the competition of the international market, the "outside" codes of social responsibility which is carried out is various, all of which is called "international standards of social responsibility". Social responsibility begins to appear in the appended document of transnational enterprise's list frequently and to be more and more mandatory, which changes the "international standard of social responsibility" into substantive restraint. In this sense, the international standards of social responsibility have some properties of law.China should face to the problems which caused by "international standards of social responsibility" actively. On the one hand, we should make efforts to push our own standards to the world and make it to be accepted by the other countries. On the other hand, the external supervision of "international standards of social responsibility" should be strengthened in order to make the transnational corporations fulfill their social responsibilities.
