Study On Development Of County Economy Under The Background Of Constructing Resource-saving And Environment-friendly Society In Hunan Province

Since the Reform and Opening, regional economic development on the county level has scored great achievements, but the traditional mode of production "every village fired, everywhere smoked" has universally caused ecological disaster. Confronted with contradiction of high-speed development of economy and the crisis of surviving, human beings must make the sober choice, and look for other alternatives for economic development patterns. Resource-saving and environment-friendly economic development pattern are the best way of alleviating the increasingly serious pressure on resources and environment. As a bridge between city economy and county economy on different levels, regional economy on the county level plays an important role in integrating urban and rural development. Therefore, developing resource-saving and environment-friendly economy has become an inevitable choice of resource-saving and environment-friendly society.Under the background of constructing Two-oriented society, this paper takes county domain as research object and makes use of the scientific development philosophy and circular economy theory to research regional economic development on the county level. The main contents are summarized as follows:Firstly, Literatures concerning region circular economy home and abroad are reviewed and fundamental theories such as circular economy and regional economic development are clearly elaborated. An analysis of international and domestic fulfillment of circular economy provides a theoretical and practical foundation for this research.Secondly, the problems and the causes of regional economic development on the county level in Hunan are deeply analyzed. And then the urgency and importance of building the resource-saving and environment-friendly economy is emphasized. Subsequently, the feasibility and implementation measures of building resource-saving and environment-friendly society are mentioned.Thirdly, the main-functional zoning theory is introduced and the main functional zoning division is given in view to different thresholds for the development intensity and development requirement and regional carrying capacity, on which five kinds of resource-saving and environment-friendly mode of county economic development patterns are designed.Finally, based on the demand of building resource-saving and environment-friendly mode of county economy in Hunan Province, some countermeasures to establish resource-saving and environment-friendly mode of county economy development are put forward as follows: mechanism of government predominating, the market pushing, the law controlling, policy supporting, science and technology propping, and the public participating.
