Research On Coordinated Development And Countermeasures Of Land Use And Eco-environment In Hunan Province

Land is the most precious natural resource of human beings. People created a great deal of material wealth from the land utilization. But at the same time, the deterioration of the ecological environment bacome a serious threat to the sustainable land use, even to the development of mankind itself.In this paper, we take Hunan Province as a case study, using sustainable development theory, system theory, coordination theory etc.to evaluate the coordinated development degree of land use and eco-environment in Hunan province. This research will help the government get hold of the situation and the trend of the coordinated development situation of land use and eco-environment in Hunan province, and some suggestion on how to manage the land resources is also given behind. The main content and conclusions of the paper are as follows:First, based on analysing the background and significance of the study, reviews the progress of the sustainable land use which also provides the reference to the study.Second, analyses the theoretical basis which include sustainable development theory, system theory, coordination theory, eco-economy theory and the theory of human geography relations, providing theoretical support to the research.Third, analyses the influence of land utilization on environment in the aspects of the land use scale structure and layout,urban land use,mine land use,infrastructure land use,land development and consolidation,construction and biodiversity.Fourth, according to the related theory and factors which effects to the coordinated development of land use and eco-environment, the paper establishes the evaluation indexes system, using coordinated development degree model to estimate the coordination between land use and eco-environmental of Hunan Province. Specifically, in the time dimension, the paper analyses the change process of the land use and eco-environment coordinated development degree in Hunan Province during 2002-2008 and use grey model to predict the value trends. In the space dimension, take 14 administrative districts as sub-regions, analyses its spatial differences of coordinated development degree.Fifth, based on analyzing the constraints of coordination of land-use and eco-environment, the proposals have been put forward on the aspects of changing the concept of the development; reinforce the planning efforts, advocating recycling economy; proceed environmental pollution control and eco-environment Protection; setting up eco-compensation system; and model environment-friendly land use patterns of Hunan province.
