According to the increasing energy demand and the environmental problems which are resulted from the burning of the fossil fuel, especially including the severe climate change problem, renewable energy becomes the focus all over the world. The key factor to affect the cost of renewable energy is technology. According to our nation's resource endowment condition, the wind energy will become the important energy supply in this century due to its good social benefit, mature technology, competitive cost and offing-oriented development. But its current cost is still quite higher than the conventional energies, its industrialized process need policies.Along with the development of the wind energy, the scholars have done a lot of experience sum-up and theoretical research. More attention are focused on the policy design of the Chinese market. Since the《Renewable Energy Law》became effective, the authority has started a series of innovations. The additive fee collection, the amendment of rules in the Concession Program and the proposition of Mandatory Market Share have important impact to the current condition. Relative study should be followed. The article studies the bottlenecks and put forward the suggestion.The article enumerates the successful national policies to check the advantages of them. They could be classified as ten categories, including the R&D and concession item, financing policy, fiscal or revenue policy, price-making, voluntary agreement, rule-making, purchasing policy, market innovation, compulsive incumbency and integrated layout planning. Different policies have different advantages in solving the certain obstacles in the promotion process. The optimized allocation of the input money on the R&D and compulsive incumbency of renewable energy will play an active role.The article still has a detailed research on the structure of the wind industry, policy evolvement and status in quo. The present bottlenecks in the turbine manufacture and wind-farm are pointed out separately.Poor design ability of good-sized turbines, small produce scale and the lack of regulation become the main obstacles to the turbine manufacturers. The unique solution is to strengthen the R&D competence. The supportive input from the government is pivotal. The input on the R&D could be divided into two parts, foundational input and application input such as patent exploitation. The manufacturers have different preference from the government. Through the model, the turbine manufacturers should focus on the patent exploitation. At the same time, the government should pay attention to the foundational input and reinforce the amount of subsidies to the turbine producing.There are also several shortages in the wind-farm construction, such as lack of careful investigation and estimation about the wind resource, lack of the layout of electricity network, the bidding rules in the concession programs and weak fiscal policies. More attention should be paid to the promotion of the Renewable Portfolio Standard. The article uses an evolutionary game model to simulate the process of RPS. The effect of scale and the reliable return are the two pivotal facts in the profit allocation of all the participants, and then a series of suggestions are proposed to meliorate the real condition.At last the article introduces the author's idea about the pricing, and specialize the objects.
