A Study On The Regulation Of Telecom Service Quality

Since China's adopting reform and opening up policy, China's telecom industry, having experienced a series of unusual processes, to say, competition introduction, a separation of administration and management and reforming and reorganization, becomes a basic industry in the national economy, with its service turning to be an indispensable means of communication in people's daily lives. However, the current telecom service goes behind telecom development. Meanwhile, monopoly inertia in telecom market has not yet been wholly removed, so the problem of information asymmetry between operators and consumers can not be resolved simply by market mechanism. With an increase in rights protecting awareness among today's telecom consumers, telecom service quality needs to be further regulated. Telecom regulation is an important function for government. On the premise of depending on the basic role of market, increasing the quality of telecom service and protecting the rights of telecom consumers are the focus and priority of telecom regulation for the government. The quality of telecom service, therefore, needs further regulation.On theoretical basis of both governmental regulation and telecom regulation, this paper introduces some related research at home and abroad, generalizes the conception of telecom service quality in the opening two chapters. Chapter Three reviews the development of our telecom industry and its service, analyzes the basic regulation method for telecom service, and clarifies the framework, mechanism and measures for the regulation of our current telecom service. In Chapter Four, different regulation models and measures from Britain, America and EU are listed and analyzed in order to make a comparison between China and the western countries.The key point of this paper is in Chapter Five, which analyzes the effects as well as the existing problems in telecom service regulation. Here, detailed and accurate data are used to verify the upgrading of the telecom service brought by regulation. Meanwhile, the deficiency of this regulation is pointed out according to the existing problems in our current service.The last part of this paper puts forward some detailed advice on how to perfect the telecom service regulation.By studying and discussing in this paper, we believe that at the present stage, a strengthened regulation on our telecom service quality is a must, for that it helps to improve telecom service. Meanwhile, we should see the deficiencies in regulation statutes, modes and measures, which need to be eliminated by a series of reforms in the fields of legal system perfection, creation of fair competition environment and regulation function reinforcement.………………...
