Due to the Housing Reform, which aimed to cancel welfare housing allocation system and monetize and privatize the house of residents, the real estate industry in China has boomed and turned comparatively perfect since 1998. Real estate projects in the cities involve more than ten government bureaus including Land Committee, Construction Committee and Planning Committee. This system, however, cause lots of problems. For example, the approval items are complex, the approval processes lack of transparency, time of the approval processes is too long, etc. The dissertation introduces the theory of government reengineering (GE) into the real estate approval procedure. It combines practical investigation and reengineering theory after investigated the current status. What's more, the advanced experiences from developed countries are gathered to promote the reengineering of real estate procedure. Finally, policies and regulations are proposed to guarantee the reengineered procedure.The dissertation altogether is divided into seven parts.The first part: Introductory remarks. This part introduces research background, significance of the research as well as the outline and research technical paths;The second part: Domestic and international literature and practical review. This part summarizes the theory of GE between domestic and international government. Also, the information of practical status for real estate approval procedure reform in China is gathered.The third part: Details of real estate approval procedure in China. This part labors the details and relationships of real estate approval procedure in China.The fourth part: Outline of real estate approval procedure in developed countries. This part take America, UK and Australia as examples to summarize the outline of real estate approval procedure in developed countries.The fifth part: Reengineering the approval process for urban real estate. Based on the GE theory, this part reengineers the approval process of urban real estate using ESIA. Comments for the reengineered procedure are given subsequently.The sixth part: Policies and regulation for guaranteeing the reengineered procedure. This part mainly focuses on the proposal of policies and regulations to safeguard the optimized process. These are to ensure the smooth circulation of urban real estate procedure. The seventh part: Case Study. This part takes the project called"Establish the Information Platform for Administration Management for the Construction Council of Yubei District Chongqing"as example, and attempt to find a practical path and demonstrate the feasibility of real estate approval process reengineering...
